Jan. 26 City Commission meeting highlights

Mayor’s Report

• Gary Lambert Salon was recognized as the Fourth Quarter Business Recognition Award recipient.

• The Holiday Window Contest winners - Design excellence: Taylor’s Pharmacy and People’s choice: Breakaway Bicycles, were recognized and presented their awards.

• The city employee Core Value Coin recipients for July through December 2014 were recognized.

• A proclamation in honor of Bach Festival Society’s 80th anniversary was presented.

• The Fire-Rescue Department was recognized for their Award of Accreditation of Ambulances Services (CAAS). This accreditation added to the existing Commission on Fire Accreditation International (CFAI) and the Insurance Service Office Class 1 rating that makes the Winter Park Fire-Rescue Department one of only two cities in the country with all three accolades.

• The Fire-Rescue Department also presented the Fire Chief’s Citizen Award to three citizens: Matthew Hewlett, Daniel Strange and Jay Gallaty for their heroic act of service as they assisted in saving the life of a man experiencing a heart attack prior to fire-rescue’s arrival.

Consent Agenda

• The minutes of Jan. 12, 2015, were approved.

• The contracts and formal solicitation were approved (for a complete list, please visit cityofwinterpark.org/ccpackets.)

Action Items Requiring Discussion

• The Request for Proposal to select a consultant to lead the city visioning process was approved as presented with amendments.

• The City Commission voted to stop current discussions with the United States Postal Service (USPS) for potential acquisition, with the exception of the amendment for the city to ask the USPS if they would consider selling the property to the city at the appraised value and the city would allow the USPS to continue to operate in the post office under a nominal lease amount for 25 years or so.

Public Hearings

• The request of Mr. Joseph Passalacqua for a lot consolidation to combine the two properties at 1251 and 1252 Lakeview Drive as one property, thereby permitting 1251 Lakeview Drive to be used for the principal single-family residence, and to allow 1252 Lakeview Drive to be used for other accessory structures as permitted by code, subject to limitations as may be made as part of this request was approved.

• The first reading of the ordinance amending portions of Chapter 102, Utilities, Article IV, Sewers and Sewage Disposal, as well as creating the Grease Management Ordinance was approved.

• The resolution adopting the Title VI/Non-Discrimination Policy and Plan was approved.

• The resolution executing a Local Agency Program Agreement with the Florida Department of Transportation (FDOT) for the design of the St. Andrews Trail from Cady Way to Aloma Avenue was approved.

• The resolution executing a Local Agency Program Agreement with the FDOT for the construction of the Brookshire Elementary School sidewalks at multiple locations was approved.

• Request of Avis Budget Group Inc.:

  • The second reading of the ordinance amending Chapter 58, Land Development Code, Article III, Zoning, Section 58-74 Commercial District to provide for car rental agencies as a conditional use within that C-1 Commercial zoning district was approved.

  • The Conditional use approval to locate a car rental agency at 501 N. Orlando Ave. was approved.

Market 2 Park

On Tuesday, Feb. 3, from 11 a.m. to 1 p.m. get fresh produce at our mobile farmers market, market2park. These “Market 2 Park” events are held each month on the first Tuesday during lunch from 11 a.m. to 1 p.m., and the first Thursday during the evening commute, from 4:30 to 6:30 p.m. Whether you are on your lunch break or on your way home, you can easily access fresh vegetables to serve a fresh and healthy dinner. The “Market 2 Park” program was started with a grant from Healthy Central Florida with the intent to increase access to fresh vegetables in our community. The Sweetest Sounds: A Valentine Concert in Central Park

On Sunday, Feb. 8, the Park Avenue Merchants Association will host The Sweetest Sounds: A Valentine Concert in Central Park. From 4 to 6:30 p.m. attendees will be able to enjoy an afternoon of music and romance. In honor of the Bach Festival Society’s 80th annual Bach Festival, members of the Bach Festival Choir will join Michael Andrew and Swingerhead for a first-of-its-kind performance. Attendees are encouraged to bring a picnic basket, spread a blanket and enjoy these sweet sounds with your Valentine at this free event. Upcoming candidate forums

The Winter Park Chamber of Commerce will host a candidate forum for mayoral and city commissioner candidates at its “Good Morning Winter Park” program Friday, Feb. 13, at 7:45 a.m. at the Winter Park Welcome Center located at 151 W. Lyman Ave. For more information, please call 407-644-8281.

The Winter Park Public Library will hold two candidate forums at the library’s first floor Community Room, located at 460 E. New England Ave., on the following dates:

• Mayoral debate: Thursday, Feb. 19, from noon to 1 p.m.

• Commissioner debate: Wednesday, Feb. 25, from noon to 1 p.m.
