Oct. 27 City Commission meeting highlights

• The city recognized the work of Professor Robert Reinauer for his “Art in Chambers” exhibition titled Rollins (Re)Visits Cuba.

• Proclamations were issued for Feed the Need Month, Red Ribbon Week, and Orange County “Week of the Family.”

• The board appointment for the Parks & Recreation Advisory Board was approved.

City Attorney’s Report

• Clear Channel/Max Media Settlement Agreement was approved.

Consent Agenda

• The minutes for Oct. 13, 2014, were approved.

• The Winter Park Firefighters’ Local 1598 IAFF labor contract was approved.

• The blanket purchase orders were approved (for a complete listing, visit cityofwinterpark.org/ccpackets).

• The Fiscal Year 2015 budget adjustment to account for the Federal Grant for storm water improvements to the Lake Forest/Howard Drive retention pond was approved.

Action Items Requiring Discussion

• The Orlando/Winter Park Interlocal Agreement for the Downtown Performing Arts Center funding was approved.

• The purchase of a residential lot located at 2908 Temple Trail for a park, open space and conservation property, was approved.

• The City Manager’s annual review was approved.

Public Hearings

• Second reading of the ordinance supplementing Ordinance 2953-14 authorizing the issuance of electric revenue bonds was approved.

• Resolution authorizing the issuance Electric Revenue Bonds, Series 2014 was approved.

• Requests of UP Fieldgate US Investments – Winter Park LLC, were approved as follows:

o Final conditional use was approved to redevelop the former Corporate Square and Winter Park Dodge.

o The second reading of the ordinance vacating and abandoning the portions of Galloway Drive and Friends Avenue within the proposed Whole Foods development project was approved.

• The second reading of the ordinance regulating medical marijuana treatment centers was approved.

• The first reading of the ordinance authorizing the conveyance of the city-owned property located at 300 N. Pennsylvania Ave. was approved.

• The resolution designating 1200 Lakeview Drive as a historic resource on the Winter Park Register of Historic Places was approved.

• Request of Phil Kean Design Group to revise the site plan for the townhouse project at 403 and 421 W. Morse Blvd. was approved.

• The request of Mr. Joseph Passalacqua for an after-the-fact subdivision or lot split approval on 1252 Lakeview Drive was pulled by the applicant.

• The request of Sydgan Corporation for a lot consolidation and subdivision approval to combine and then re-subdivide the properties at 755/761/781/783/785/831/835 W. Canton Ave. and at 437/439/441 N. Capen Ave. into 12-single-family lots was approved.

Halloween partiers beware: Police cracking down on drunk drivers

This Halloween, the Winter Park Police Department (WPPD) will be cracking down on drunk drivers throughout the region with an aggressive “Drive Sober or Get Pulled Over” enforcement effort – so all partygoers are warned: keep the party off the road.

Nationwide in 2012, drunk driving was involved in the death of 10,322 people, so it is clear that too many drivers are breaking the law and putting their lives—and the lives of others—at grave risk. For this reason, those who choose to drive while impaired this Halloween should be forewarned. Between now and Sunday, Nov. 2, the WPPD, along with other law enforcement agencies, will be out in force conducting roving saturation patrols looking for alcohol and drug-impaired drivers. No warnings. No excuses. If you drive impaired, you will be arrested.

To keep safe this Halloween, the WPPD recommends these tips:

• Plan a safe way home before the fun begins.

• Before drinking, designate a sober driver.

• If you are impaired, use a taxi, call a sober friend, or use public transportation.

• Walking impaired can be just as dangerous as drunk driving.

• If you have had too much to drink, use the AAA Tow-to-Go program (855-286-9246).

• If you see a drunk driver on the road, contact local law enforcement.

Pumpkins & Munchkins in Shady Park

The Parks & Recreation Department of the city of Winter Park will present the fourth annual Pumpkins & Munchkins in Shady Park this Friday, Oct. 31, from 6:30 to 8:30 p.m. in Shady Park, adjacent to the Winter Park Community Center at 721 W. New England Ave.

Munchkins of all ages are invited to attend this free family-friendly event. Fun-filled activities will include games, bounce houses, a costume contest, Trick-or-Treat Trail and safe Halloween fun for everyone. If inclement weather tries to dampen the evening, the event will be moved into the Community Center.

Who’s got the most “sole”?

Join Winter Park Mayor Ken Bradley, Eatonville Mayor Bruce Mount, and Maitland Mayor Howard Schieferdecker for the third annual Mayors’ Sole Challenge on Saturday, Nov. 1, for a 30-minute fun walk through downtown Maitland. Each city is challenged to see which community has the most “sole” by turning out the most participants.

The Mayors’ Sole Challenge is presented by Healthy Central Florida, a community-based partnership founded by Florida Hospital and the Winter Park Health Foundation.

This event is free to the public, but advance registration is requested by visiting healthycentralflorida.org or calling 407-644-2300, ext. 241.

Daylight savings time ends this weekend

On Sunday, Nov. 2, don’t forget to set your clocks back one hour. The Winter Park Fire-Rescue Department would also like to remind you to change the batteries in all smoke alarms and carbon dioxide detectors. The Change Your Clock Change Your Battery Program is sponsored by Energizer and the International Association of Fire Chiefs. The message is simple and the habit can be lifesaving.

Popcorn Flicks in the Park

On Thursday, Nov. 6, from 7 to 9 p.m., Popcorn Flicks in the Park will feature “The Muppet Movie (1979)” in Central Park. This movie is presented by Winter Park Community Redevelopment Agency and produced by Enzian Theater to coincide with Orange County’s Week of the Family. This film series features classic films for the whole family. We encourage you to bring a blanket, a picnic or snacks, along with some family and friends to join us!
