April 28 City Commission meeting highlights

If you were unable to watch or attend the City Commission meeting held April 28 in City Hall Commission Chambers, below are a few highlights of decisions made at the meeting:

Mayor’s Report

• Presentations were given by:

o John Michael Thomas regarding his Eagle Scout Project

o City Manager Randy Knight recognizing Core Value Coin recipients for the second quarter

o David Zusi, water & wastewater utility director, regarding the Outstanding Class C Water Treatment Plant for the Magnolia Water Treatment Plant award

o Orange County Tax Collector Scott Randolph

Consent Agenda

• The minutes of April 14, 2014, were approved.

• The interlocal agreements with Valencia College and other local agencies for fire-service training were approved.

Public Hearings

• The first reading of the two ordinances related to the request of Benjamin Partners, LTD and the Sydgan Corporation representing Bubbalou’s Inc. on the properties at 970/1000/1008 and 1306 Loren Ave., 1141 Benjamin Ave., and 1313 Lewis Drive in conjunction with the Ravaudage Planned Development were approved.

• The first reading of the ordinance vacating and abandoning a portion of Loren Avenue within the Ravaudage Planned Development and Home Acres Subdivision area was not approved.

• Request of the city of Winter Park:

o The first reading of the ordinance amending Chapter 58 “Land Development Code,” Article I “Comprehensive Plan” related to Planned Developments was not approved.

o The first reading of the ordinance amending Chapter 58 “Land Development Code,” Article I “Comprehensive Plan” related to the maximum building height within the Central Business District Future Land Use designation was approved.

o The first reading of the ordinance amending Chapter 58 “Land Development Code,” Article I “Comprehensive Plan” related to repealing the requirement for a supermajority vote of the City Commission to approve certain conditional uses was approved.

• The first reading of the ordinance governing garbage collection service in the Center Street business corridor was approved.

Earth Day in the Park and Arbor Day Tree Giveaway

Join the city at Earth Day in the Park and the Arbor Day Tree Giveaway on Saturday, May 3, from 10 a.m. to 2 p.m. in Central Park. The city’s celebration will showcase how the city and Keep Winter Park Beautiful (KWPB) are working to make Winter Park more sustainable. Attendees will learn how the city works toward a Sustainability Action Plan and how to provide their input into the community plan. Earth Day in the Park will also provide educational workshops and tours of the new train station. In addition, Winter Park Green School Grant winners will be awarded at 10:30 a.m. from the main stage.

The city’s Urban Forestry Division will present a large live oak ceremonial planting and will be on site to answer questions and give away an assortment of containerized trees for city residents. Ride your bike to the event and park it at the KWPB and Pedestrian & Bicycle Advisory Board’s free Winter Park Bike Valet located at Garfield Avenue behind the main stage in Central Park. Get rid of your bulky items

Don’t forget we have our annual Spring Cleanup that provides an extra “bonus” pickup day to dispose of old furniture, broken appliances and other bulky item the week of May 5 (north of Fairbanks/Aloma) and May 12 (south of Fairbanks/Aloma) depending on the location of your home. Winter Park’s Farmers Market is turning 35!

The city of Winter Park is proud to announce the Winter Park Farmers Market 35th Anniversary Celebration will be held Saturday, May 17, at 10 a.m. The Farmers’ Market is located at 200 W. New England Ave. Festivities will include door prizes, live music, vendor discounts, free market bags, and kid-friendly activities such as face painting, a bounce house and more. A doggie fashion show will be held on the market’s main stage at 9 a.m. for dogs dressed in their favorite baked good, produce or farmers’ market attire. Fashion show participants can register at 8:30 a.m.

Winter Park Farmers Market began when former City Commissioner Jerry Donnelly suggested that the city initiate a Saturday morning market at the train depot. On May 19, 1979, the Farmers’ Market opened with approximately eight vendors. Thirty-five years later, the market hosts more than 80 vendors with approximately 5,000 visitors shopping for diverse kitchen and garden items, from bay leaves and bratwurst to bagels and butterflies.
