Oct. 28 City Commission highlights

There was a City Commission meeting held Oct. 28 in City Hall Commission Chambers. Below are a few highlights of decisions made at the meeting:

Mayor’s Report

• November was proclaimed Feed the Need Month in honor of the Friday, Nov. 1, through Friday, Nov. 22, communitywide fundraiser to benefit Second Harvest Food Bank. Residents are encouraged to support this effort by joining the city of Winter Park community team online at http://bit.ly/cityofwinterpark

• Presentations were made for the following city awards:

o Finalist plaque for the 2013 National Gold Medal Awards for Excellence in Park and Recreation Management

o Achievement for Excellence in Financial Reporting from the Government Finance Officers Association Award

o National WateReuse Project of the Year - Winter Park Estates Wastewater Treatment Facility Award

o Electric Utility Community Service Award

• The appointment to MetroPlan Orlando Citizens Advisory Committee was approved.

Consent Agenda

• The minutes of 10/14/13 were approved with a modification.

• The purchases and contracts were approved (for a complete listing, please visit cityofwinterpark.org/ccpackets).

• The request to cancel the Monday, Dec. 23, City Commission meeting due to the Christmas holiday was approved.

• The mayor was authorized to execute the First Amendment to the Native Load Firm Fixed Capacity and Partial Requirements Transaction Confirmation between the city of Winter Park and Florida Power & Light Company dated Aug. 12, 2013.

Action Items Requiring Discussion

• The fee waiver for use of the Central Park West Meadow for the Harvest Festival to be held Saturday, Nov. 23, was approved.

• The settlement proposal regarding the city of Winter Park vs. Maxmedia, et. al., suit was discussed and the Commission approved the city attorney’s advice for a stay in the litigation and to seek a declaratory statement from Florida Department of Transportation prior to proceeding.

Public Hearings

• The second reading of the ordinance amending Chapter 26 Article III “Film Industry” to streamline the film permitting process and amend certain provisions was approved.

• The second reading of the ordinance amending the Firefighters’ Pension Plan was approved.

• At the request of Windermere Winter Park Ventures, LLC, the conditional use was approved to build a new two-story, 15-unit, residential condominium project at 472 and 510 W. Swoope Ave. In addition, the conditional use was approved to remove the prohibition on garage doors versus open carports at the two-story, nine-unit residential condominium building under construction at 434 and 444 W. Swoope Ave.

• At the request of Aloma Avenue Holdings, LLC, the first reading of the ordinance to change the existing zoning of Multi-family Residential District to Office District at 409 St. Andrews Blvd. was approved.

• The resolution restating and accepting Resolution No. 1978-07; adding two sections to comply with Chapter 2013-227, Laws of Florida, and authorizing the city manager to provide for certain areas to remain open during City Commission meetings was approved.

• First reading of the ordinance amending Section 2-48, General Rules applicable to subsidiary boards of the city was approved.

• Winter Park Hospital’s final plans for a new, four-story, five-level parking garage, was approved per the Winter Park Hospital’s Master Plan that was approved April 25, 2005.

When kids have no food we have no choice

Beginning Friday, Nov. 1, through Friday, Nov. 22, the Winter Park community is breaking new ground in an effort to end hunger in Central Florida called “Feed the Need.” This campaign is not your average food drive – it is the first-ever communitywide virtual food drive to support Second Harvest Food Bank’s mission of providing food for those who are struggling in our community.

Approximately 1 in 5 of our Central Florida population—732,000 people—needed food assistance last year. In this same area, 172,590 children struggle with hunger. When these kids have no food, we have no choice but to respond.

For every $1 donated, up to $9 worth of grocery products is provided for those in need. In fact, 96 percent of every dollar goes straight to feeding people. Calling all veterans

If you, members of your family or a friend or relative has served in any military campaign (World War II, Korean War, Vietnam War, Desert Storm, Iraqi Freedom or Afghanistan) or have served in any military branch in honor of our nation’s freedom, the city is hosting the third annual Veterans Day Celebration in your honor. Please make plans to attend this event on Friday, Nov. 8, at the Winter Park Community Center Ruby Ball Amphitheatre located at 721 W. New England Ave.

Beginning at 9:30 a.m., the VFW Post 2093 Community Band will be entertaining guests as they visit with organizations that offer services and resources specifically for veteran needs. At 10 a.m., the official program will begin with musical tributes, anecdotal speakers, and recognition of veterans according to the various military branches and campaigns served.

Fall Cleanup for city residents

We are pleased to announce the 2013 Fall Cleanup during the month of November is just in time for the holiday season. This large-item pickup service will provide a ‘bonus’ day on which Waste Pro, the city’s solid waste service provider, will pick up old furniture, broken appliances and other bulky items.

To take advantage of this convenient service, residents must place their items curbside after 5 p.m. on the evening before their second scheduled garbage and trash pickup day on their designated cleanup week. If you live north of the Fairbanks/Aloma avenues corridor, your bonus pick-up day will be Thursday, Nov. 7, or Friday, Nov. 8. If you live south of the Fairbanks/Aloma avenues corridor, your bonus pick-up day will be Thursday, Nov. 14, or Friday, Nov. 15.

Please Note: Hazardous waste, electronics and yard waste are not included in the Fall Cleanup.

Pumpkins & Munchkins in Shady Park

The Parks & Recreation Department of the city of Winter Park will present Pumpkins & Munchkins in Shady Park on Thursday, Oct. 31, from 6:30 to 8:30 p.m. in Shady Park, adjacent to the Winter Park Community Center at 721 W. New England Ave.

Munchkins of all ages are invited to attend this free family-friendly event. Fun-filled activities will include games, bounce houses, a costume contest, Trick-or-Treat Trail and safe Halloween fun for everyone. If inclement weather tries to dampen the evening, the event will be moved into the Community Center.
