Sept. 9 City Commission meeting highlights

There was a City Commission meeting held Sept. 9 in City Hall Commission Chambers. Below are a few highlights of decisions made at the meeting:

Non-action Items

• The Financial Report – July 2013 was presented and accepted.

Consent Agenda

• The purchase order to Moore, Stephens, Lovelace for RFP-26-2013, External Audit Services, was approved and the Mayor was authorized to execute the contract.

• The Mayor was authorized to execute the Settlement Agreement and Mutual Release with Duke Energy Florida.

• The Motorola Solutions Services Agreement (Radio Maintenance, Network Security and Monitoring) expenditure from State Forfeiture Funds in compliance with Florida State Statute 932.7055(5)(1) was approved.

Public Hearings

• The second reading of the ordinance revising the permitted and conditional uses regulations for restaurants and other food service establishments, providing definitions for fine dining and other restaurants was approved.

• The first reading of the ordinance allowing the city manager to make special exception for dogs to be in Central Park and other prohibited park areas for specific events was approved with an amendment limiting the number of such events in Central Park to two per year.

Budget Public Hearings

• First reading of the ordinance adopting the millage rate was approved.

• First reading of the ordinance adopting the fiscal year 2014 annual budget was approved with an amendment to move $300,000 from vehicle replacement into General Reserves.

Park Avenue closed to through traffic Sept. 25

The Winter Park High School Annual Parade and Pep Rally will make its way down Park Avenue on Wednesday, Sept. 25, beginning at 5:15 p.m. Park Avenue will be closed to through traffic along the parade route from Webster Avenue to Lyman Avenue from 5 to 6 p.m. Side streets will also be closed at the Park Avenue intersections as the parade passes. In order to minimize disruption to traffic flow, street closures will occur in a rolling fashion and will reopen immediately after the parade has safely passed.

Please make note of these road closures prior to traveling around downtown Winter Park on Sept. 25. Thank you in advance for your cooperation and continued support of Winter Park High School. Go Wildcats!

Urban forestry public meeting

On Monday, Sept. 30, from 6 to 8 p.m. the city will hold an Urban Forestry Public Meeting to discuss its draft Urban Forestry Management Plan (UFMP). The meeting, which will be held at the Winter Park Community Center located at 721 W. New England Ave., will allow attendees to learn about the plan and provide input before it is presented to the City Commission on Monday, Oct. 14. The city realizes how important trees are to its community because they influence our health, environment, property values and quality of life. The UFMP is designed to help protect these valuable assets and continue to grow our forest as a renewable resource for us to enjoy today and for hundreds of years to come. Topics of concern to be discussed include trees in rights-of-way and how they will be maintained.
