Sept. 24 City Commission meeting highlights

There was a City Commission meeting on Sept. 24. Below are a few highlights of decisions made:

Mayor’s Report

• A proclamation was presented declaring Sept. 22 National Falls Prevention Awareness Day

• The appointment was approved for the Civil Service Board.

Consent Agenda

• The minutes of Sept. 10 were approved.

• The contract renewal and subsequent purchase order with Cigna Group Insurance Group was approved, and the mayor was authorized to execute.

• The CPI index rate increase for Waste Pro was approved to be effective Monday, Oct. 1.

Action Items Requiring Discussion

• The water and sewer rate study was postponed to be heard at a future City Commission Work Session.

Budget Public Hearings

• The second reading of the ordinance adopting the millage rate was approved.

• The second reading of the ordinance adopting the Fiscal Year 2013 annual budget was approved.

Public Hearings

• The second reading of the ordinance amending Chapter 58 “Land Development Code,” Section 58-65 “R-1AAA Lakefront District” and Section 58-66 “R-1AA and R-1A Districts” by adding a special side setback option for narrow lots was approved.

• The first readings of the two ordinances and subdivision request related to Rex-Tibbs Construction Co. Inc. for the property at 271 N. Pennsylvania Ave. were approved.

• The first readings of the two ordinances and conditional use related to the Winter Park Town Center Development, LLC, for the property located at 940 W. Canton Ave. were approved.

• The resolution rescinding the designation of 520 N. Interlachen Ave. as a historic landmark property was approved.

• The request from New Hope Baptist Church (274 N. Capen Ave.) for Conditional Use approval to add two buildings to their property and use modular classroom buildings for a children’s day care facility was approved.

• The second reading of the ordinance amending Section 62-77 of the code and adding new Section 62-79, to promote public peace and order in single-family home residential areas was approved.

Winter Park’s 125th anniversary celebrations

Oct. 12 marks the 125th anniversary of the incorporation of Winter Park. The city invites the community to join in the celebration of this momentous occasion at the following once-in-a-lifetime events:

THURSDAY, OCT. 4

5 - 7 p.m.

Winter Park and Rollins College: 125 Years of Memories Opening Reception

Presented by Rollins College, view 125 years of the city’s history through the photographic eye of our earliest cameras while enjoying refreshments, beverages and live music at the Winter Park Welcome Center, 151 W. Lyman Ave. The event is free. Call 407-644-8281.

FRIDAY, OCT. 12

8 – 10 a.m.

125th anniversary Prayer Breakfast & Service

The prayer service immediately following the breakfast is free and open to the public. To purchase tickets for the breakfast, please contact 407-647-2416 or [email protected] by Tuesday, Oct. 9, at 5 p.m. Service and breakfast will be held at First Congregational Church of Winter Park, 225 S. Interlachen Ave.

1887 Ergood Hall Incorporation Meeting

In 1887, a meeting was held for the purpose of organizing a municipal government and incorporating the town of Winter Park in Ergood Hall, which is now Penzeys Spices. City commissioners will lead the community in a celebration of this historic meeting 125 years ago. Enjoy a slice of the city’s 125th birthday cake compliments of The Flour Shop. 39th annual Winter Park Autumn Art Festival

Hosted by the Winter Park Chamber of Commerce, presented by Florida Blue and Subaru, and co-sponsored by the city of Winter Park, come out and sing Happy Birthday to the city and enjoy a piece of the city’s 125th birthday cake compliments of The Flour Shop (while supplies last) in Central Park. Harriett’s Park Avenue Fashion Week Runway Show

Public forum on proposed tree preservation ordinance

On Tuesday, Oct. 9, from 6 to 7 p.m., the city of Winter Park will hold a public forum regarding the proposed changes to the current Tree Preservation Ordinance #2724-07. The meeting will be held in City Hall Commission Chambers located on the second floor of City Hall at 401 S. Park Ave.

City staff will be presenting:

• History of the tree preservation ordinance

• Current process to remove protected trees

• Comparison of the current ordinance to the proposed ordinance

o The proposed changes to the Tree Preservation Ordinance have been recommended by the Tree Preservation Board and the Planning & Zoning Board.

o The intent of the changes is to provide incentives to replant trees when removing protected trees and reduce the financial compensation required for tree removal.

o The proposed changes only apply to trees on private property.

The forum is open to the public, and attendees will have an opportunity to ask questions regarding the proposed changes. City staff is currently working on finalizing the policies regarding right of way tree maintenance and the Urban Forestry Plan. Information regarding those two specific topics will be presented and addressed at a later date.
