MAY 23 COMMISSION MEETING HIGHLIGHTS

There was a City Commission meeting held on May 23 at 3:30 p.m., in City Hall Commission Chambers. Below are a few highlights of decisions made:

• MAYOR’S REPORT

  • Additional 2011 board appointments were made with only a few remaining open positions.

• CITY ATTORNEY’S REPORT

  • The issue regarding the post office and curbside delivery was discussed. The City Commission asked the City Attorney to research further and report back to them.

• NON ACTION ITEMS

  • The April 2011 Financial Report was presented and accepted.

• CONSENT AGENDA

  • The minutes for May 9 Commission meeting was approved with modifications.

  • The award of IFB-16-2011 to Extreme Pavers of Brevard, Inc., was approved.

  • The various purchases and agreements as part of this agenda were approved except for item C9, which was tabled. (For a complete list of purchases and agreements, please access the Commission Agenda Packet at www.cityofwinterpark.org > Government > City Commission > Agenda Packets).

  • The mayor was approved to execute the contract with Trane U.S., Inc., for a Guaranteed Energy and Water Savings Performance Contract for city facilities.

  • The city vision statement was approved, however, no funding was approved to be spent in relation to the new statement.

  • The city attorney’s edits to the resolution for unilateral enforcement of violations and infractions of municipal law was approved.

• ACTION ITEMS REQUIRING DISCUSSION

  • The outdoor advertising agreement with Benjamin Partners, Ltd., concerning Ravaudage was approved with amendments.

  • The adoption of an official city flag was discussed and it was decided to seek public participation prior to the actual adoption of the city’s official flag.

  • 90-day update was approved with modifications.

  • East Morse Boulevard streetscape project was discussed and the City Commission asked staff to research further and bring back recommendations.

• PUBLIC HEARINGS

  • Second reading of the ordinance regarding the public records request policy was approved.

  • First reading of the ordinance regarding advisory board membership and roles was approved with amendments.

  • Below are the results for the request of Winter Park Redevelopment Agency, LTD, for property at 400 W. New England Ave.:

• The first reading of the ordinance changing the existing zoning of Commercial District (C-3A) to Commercial District (C-2) was approved.

• The Conditional Use approval to construct a 470-square-foot restaurant pavilion building with outdoor patio seating including a gazebo structure on the street frontage, zoned C-3A or C-2 was approved.

  • The request of the Shipyard Emporium, located at 200 West Fairbanks Avenue, for Conditional Use approval to expand the permitted hours of alcohol sales and consumption from 10 p.m. daily to midnight was approved.

  • The request of Sandra Miller for property at 917 Dupont Ave. was WITHDRAWN BY THE APPLICANT

LAST CHANCE TO ATTEND COMMUNITY CONVERSATIONS

The final “COMMUNITY Conversations” will be held on Saturday, June 4, from 9 a.m. to noon, at the Winter Park Presbyterian Church located at 400 S. Lakemont Ave.

The city has held three “COMMUNITY Conversations” throughout the month of May where the sky was the limit. Residents and guests were able to open up their minds and hearts to talk about the things they treasure in Winter Park and new ideas they would like to see offered or available in the city.

This meeting is open to everyone. Bring your spouses, friends, family and children to share a variety of interests with city. Space is limited, so please RSVP to [email protected] or call 407-599-3245. “Talk” to you then.


RESERVE YOUR SPACE BEGINNING JUNE 1

Starting Wednesday, June 1, reservations can be made for events and meetings at the new Winter Park Community Center, scheduled for its grand opening in September. Rental opportunities are available for weddings, parties, meetings and gatherings for up to 400 people. APPLICATIONS STILL ACCEPTED FOR CITY BOARDS

If you are still interested in serving on a city board, there is no deadline; applications are accepted all year long.

City Blood Drive

The Big Red Bus will be at City Hall on Monday, June 6, from 8 a.m. to 2 p.m., to welcome any heroes that are willing to give blood and help save a life. Donors will receive a free $10 gas card and a free mini-physical (blood pressure, cholesterol, blood type, etc.) Photo ID is required. Please call 1-888-9-DONATE for more information.


Winter Park Police Launches Click It or Ticket

The Winter Park Police Department (WPPD) will be joining state and local law enforcement agencies all across the country for the 2011 national “Click It or Ticket” seat belt enforcement mobilization. Stepped-up law enforcement activities will be conducted during the 2011 national “Click It or Ticket” campaign through Monday, June 5. Officers will be focusing their traffic enforcement efforts toward unbelted vehicle occupants around the clock during this time.

Seat belts clearly save lives. In 2009 alone, seat belts saved 12,713 live nationwide. Regular seat belt use is the single most effective way to protect people and reduce fatalities in motor vehicle crashes. When worn correctly, seat belts have been proven to reduce the risk of fatal injury to front-seat passenger car occupants by 45 percent, and by 60 percent in pickup trucks, SUVs and minivans. Yet nearly one out of five Americans still fails to wear a seat belt when driving or riding in a motor vehicle.

In 2009, 11,593 passenger vehicle occupants died in motor vehicle crashes nationwide between the nighttime hours of 6 p.m. and 5:59 a.m., according to the National Highway Traffic Safety Administration. More regrettably, seat belt discussions too often revolve around adults in the front seats of vehicles. Child safety seats are often overlooked - kids have to be buckled up, too. Your child seat can be installed by a WPPD police officer by appointment. This is a long-time service that is been provided at no cost to the public.

The WPPD encourages everyone to wear their seatbelts and use proper child safety equipment at all times, but is asking drivers to have a heightened sense of awareness during the enforcement campaign. The agency is encouraging compliance in lieu of having to issue citations as costly reminders of a law that everyone should be following every time they are in a vehicle.

Remember now thru Monday, June 5, it is “Click It or Ticket” time. Buckle up and encourage your loved ones to do the same. You’ll save the cost of a ticket and may even save a life.
