DEC 13 CITY COMMISSION MEETING HIGHLIGHTS

The City Commission met on Dec. 13 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of the major decisions that were made.

MAYOR’S REPORT:

  • Bella was announced as the winner of the “Winter in the Park” Holiday Window Contest.

  • A proclamation was issued for St. Margaret Mary’s School Choir to congratulate them on their upcoming visit to Vatican City, Rome.

  • Recognition was given to the Winter Park Police Department SWAT Team for the award they received from the Florida Swat Association and Swat Roundup International.

  • An appointment was made to fill the vacant seat on the city’s code enforcement board.

CITY ATTORNEY’S REPORT:

  • The request to extend the conditional use permit for the Morse Blvd./Pennsylvania Ave. parking garage expansion was approved.

  • The commuter rail agreement amendment was approved.

CONSENT AGENDA:

  • The minutes of Nov. 22 were approved with exception to the discussion regarding Mead Garden.

  • The landfill rate increase in accordance with the city’s contract with Waste Pro was approved.

  • The continuing engineering services contract with CH2M Hill and CDM was approved.

  • The presentation of the 2011 Winter Park Fire-Rescue Department’s Standards of Coverage was accepted.

  • Commission will download agenda packages from the city’s website versus providing CD’s.

  • The award (contingent upon FDOT concurrence) to Empower Construction, Inc., for the Lakemont Avenue Resurfacing Project and for the Phelps Avenue Resurfacing Project was approved.

  • West Florida Maintenance, Inc., was awarded the contract for the exterior painting of the Public Safety Facility.

ACTION ITEMS REQUIRING DISCUSSION:

  • Staff was authorized to continue negotiations regarding the state office building.

  • The Tennis Center Management contract for the Winter Park Tennis Center with High Performance Sports Management, Inc., was extended for an additional 30 days.

  • The discussion regarding the design and construction process for golf course Starter’s House was tabled to a work session.

PUBLIC HEARINGS:

  • The request of the Winter Park Towers for Final Conditional Use Approval pursuant to the Preliminary Conditional Use Approval granted on June 28 at 1111 S. Lakemont Ave. was approved with amendments.

  • The first reading of the ordinance to extend the deadline for the de-annexation of the parcels involved in the Ravaudage project was approved with amendments.

  • The second reading of the ordinance to amend Article III, “Zoning,” Section 58-87 “Lakefront Lots, Canalfront Lots, Streamfront Lots, Boathouses and Docks”; renaming the section to include wetlands and adding a new subsection (f) to include Wetland Setback Provisions and Protections was approved.

  • The resolution refunding of the Electric Revenue Bonds, Series 2005B, was approved.

The remainder of the City Commission agenda items will be discussed at a continuation of the City Commission Meeting on Thursday, Dec. 16, at 5:30 p.m., in City Hall Commission Chambers.

Dec. 13 City Commission minutes will be available at www.cityofwinterpark.org the week of Jan. 10, pending approval by the City Commission.

CITY HALL CLOSED

City Hall will be closed from noon on Thursday, Dec. 23 through Friday, Dec. 24, in observance of the Christmas holiday. Normal business hours will resume on Monday, Dec. 27.

City Hall will also be closed on Friday, Jan. 1, in observance of New Year’s Day.

NO WASTE PRO PICK UP

If your regularly household garbage and yard trash collection services is scheduled for Christmas Day or New Year’s Day, there will be no Waste Pro pick up on those two days. Normal services will resume on the next regularly scheduled collection day.

CHAMPS SPORTS BOWL PARADE OF BANDS

The 4th annual Champs Sports Bowl Parade of Bands is on Tuesday, Dec. 28, at 1:30 p.m. As a prelude to the Champs Sports Bowl game on Tuesday evening at 6:30 p.m. at the Florida Citrus Bowl, school bands from West Virginia University and North Carolina State will march through downtown Winter Park and perform in Central Park. ICE RINK OPEN FOR WINTER SCHOOL BREAK
