NOV 22 CITY COMMISSION MEETING TOPICS OF INTEREST

There will be a City Commission meeting on Monday, Nov. 22, at 3:30 p.m., in City Hall Commission Chambers. Below are a few topics of interest:

CITY BOARD REPORT & UPDATE:

  • Economic Development Advisory Board

MAYOR’S REPORT:

  • Proclamation - Winter Park Public Library 125th Anniversary

  • “Operation Gratitude” - Recognition of Andrew Weinstock

  • Parks & Recreation Department national accreditation

  • Commissioner appointment: Financial Advisor Selection Committee

  • Commissioner appointment: Bond Counsel Selection Committee

CITY MANAGER’S REPORT:

  • State office building update

CITY ATTORNEY’S REPORT:

  • Commuter rail update

CONSENT AGENDA:

  • Approve the minutes of Nov. 8.

  • Approve the reduction in fines imposed by the Code Enforcement Board against the property located at 1254 Via Estrella.

  • Approve the proposed application, collection and administrative policy for the off-leash area and entry fees for Fleet Peeples Park.

  • Accept $150,000 donation from Winderweedle, Haines, Ward & Woodman, PA, for capital improvements at Mead Garden and authorize the Mayor and City Manager to sign associated documentation.

  • Approve award and PR #145733 to Consolidated Pipe & Supply Company; $69,600.

  • Approval of purchases and contracts.

ACTION ITEMS REQUIRING DISCUSSION:

  • Potential charter question to change citizen board appointment methodology.

  • Consideration of engaging a federal lobbyist.

  • State and federal legislative priorities.

  • Mead Botanical Garden enhancement visioning and operational planning.

PUBLIC HEARINGS:

  • Resolution - Setting forth the city’s intent to use the uniform ad valorem assessment for properties abutting North Phelps Avenue and Bryan Avenue for the installation of underground electrical/BrightHouse Networks facilities.

  • Second reading of the ordinance regarding salary increases for City Commission.

  • Second reading of the ordinance regarding a charter referendum election changing the term limits of the City Commission.

  • Second reading of the ordinance authorizing the refunding of all outstanding water and sewer revenue bonds and funding for the wastewater portion of the Fairbanks Avenue Sewer Extension and Beautification Project; providing for the issuance of not exceeding $17 million revenue bonds.

  • Second reading of the ordinance regarding the adoption of regulations for signs in office districts on four-lane roads and for signs along Interstate 4.

  • Second reading of the ordinance regarding a lakefront setback code amendment.

  • Conditional Use Approval request of St. John Lutheran Church to re-establish an elementary school from preschool through fifth grade for a maximum of 100 students from the existing church facilities at 1600 S. Orlando Ave.

  • Final Conditional Use Approval request of the Winter Park Towers pursuant to the Preliminary Conditional Use Approval granted on June 28, at 1111 S. Lakemont Ave.

  • Request of the City of Winter Park to amend Article III, “Zoning”, Section 58-87 “Lakefront Lots, Canalfront Lots, Streamfront Lots, Boathouses and Docks”; renaming the section to include wetlands and adding a new Subsection (f) to include Wetland Setback Provisions and Protections.

• Discuss drafting and adoption of a doggie dining ordinance to provide for patrons with dogs in outdoor areas of (participating) restaurants and as required per Florida Statutes.

• Discuss incorporation of “best practices” for ex-parte communication within 1993 Ordinance (amending ordinance) and repealing of the resolution.

CITY BUILDS A NEW KaBOOM! PLAYGROUND IN ONE DAY

On Saturday, Nov. 20, from 8:30 a.m. to 3 p.m., more than 200 volunteers from ForestersTM, the Winter Park, Winter Park Pop Warner, organizers from KaBOOM!, and residents of the local community will join forces to build a new, safe playground at Cady Way Park.
