OCT. 11 CITY COMMISSION MEETING HIGHLIGHTS

The City Commission met on Oct. 25 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of the major decisions that were made.

MAYOR’S REPORT:

•A proclamation was issued declaring the week of Oct. 30 thru Nov. 6, “Week of the Family” in the City of Winter Park.

•Commissioner Tom McMacken was appointed to the Orange County Community Action Board.

CITY MANAGER’S REPORT:

An update was provided to the City Commission regarding the Fairbanks Avenue project and the status of the Automated Meter Reader (AMR) project.

NON-ACTION ITEMS:

The September 2010 Financial Report was presented and accepted.

CONSENT AGENDA:

•The minutes of Oct. 11 were approved with modifications.

•The adjustment to the Refuse Service Fees in the Fee Schedule to reflect the application of the Consumer Price Index (CPI) adjustment to the rates in effect in September 2010 was approved.

•The request to cancel the Monday, Dec. 27, City Commission meeting due to the holidays was approved.

•Staff was authorized to use a quote system outside the standard purchasing practice to allow for obtaining the most competitive price on fuel purchases. The mayor was authorized to execute the standard piggyback agreement with Mansfield Oil Company through the Orange County fuel contract Y8-1011A for fiscal year 2011. The issuance of corresponding purchase orders that will be reported to the City Commission after issuance in order that the city may obtain the best available commodity price in real time was also approved.

•All of the purchases and contracts listed under this item were approved.

ACTION ITEMS REQUIRING DISCUSSION:

•The City Commission approved staff’s recommendation regarding the city’s power supply contract.

•The OR&L facility services contract was approved.

•The first phase to add trees to the Lee Road medians was approved to be funded from the city’s Tree Fund.

PUBLIC HEARINGS:

•The second reading of the ordinance authorizing the City Manager to sign certain contracts was approved with modifications.

•The request of WFG, Ltd., for conditional use approval to permit the construction of a three-story, 36,360-square-foot, mixed-use commercial, office and residential building on the vacant southwest corner of North Pennsylvania and Symonds avenues, to be addressed as 171 N Pennsylvania Ave., was tabled.

•The first reading of the ordinance regarding red light cameras was approved.

•The request to amend the Central Business District/Park Avenue and Morse Boulevard design guidelines was approved with modifications.

•The first reading of the ordinance to adopt regulations for signs in office districts on four-lane roads and for signs along Interstate 4 was tabled.

•The first reading of the ordinance regarding lakefront setback code amendment was tabled.

FALL FESTIVAL THIS WEEKEND

Please join the Winter Park YMCA as they host the Family Fall Festival on Saturday, Oct. 30, from 11 a.m. to 2 p.m., at Cady Way and Brookshire Elementary. The city’s Pedestrian & Bicycle Advisory Board will be sponsoring a “Bike Rodeo” at the festival. Ride your bike to the event or bring it with you to participate in all of the fun activities at the rodeo! Get your bike tuned up by Loco Motion, learn about bicycle safety, and meet representatives from AAA. We hope to see you there!

PARK AVENUE CLOSED NOV. 3

The Winter Park High School Annual Parade and Pep Rally will make its way down Park Avenue on Wednesday, Nov. 3, beginning at 5 p.m. Park Avenue will be closed to through traffic from Webster Avenue to Lyman Avenue from 4:45-6 p.m. Side streets will also be closed at the Park Avenue intersections along the parade route beginning at 4:45 p.m.

Please make note of these road closures prior to traveling around downtown Winter Park on Wednesday, Nov. 3. Thank you in advance for your cooperation and continued support of Winter Park High School.

OPERATION GRATITUDE

The Winter Park Fire-Rescue Department will be supporting the Operation Gratitude program whose purpose is to collect candy and other gifts for the soldiers currently deployed in Iraq and Afghanistan.

The community is encouraged to drop off candy now thru Saturday, Nov. 6. The collected candy will be shipped to American service members deployed around the world.

If you would like to donate candy to Operation Gratitude, please drop off your donation to one of the following Winter Park Fire-Rescue locations:

Station 61 > 343 W Canton Ave

Station 62 > 300 S. Lakemont Ave

Station 64 > 1439 Howell Branch Road

ART ON THE GREEN CELEBRATES CENTRAL PARK RENOVATION

In celebration of recent renovations to the city’s crown jewel, Central Park, the Winter Park Public Art Advisory Board unveiled their latest “Art on the Green” exhibition showcasing works by Barbara Sorensen and Chris Scala. “Art on the Green 2010” features an exhibition of sculptures including Dwellings in Red IV by Barbara Sorensen (near Park and New England avenues) and Trailer by Chris Scala (near the Emily fountain).

Barbara Sorensen’s Dwellings in Red IV continue her investigation of the vessel form. Made of intricately woven powder-coated aluminum and finished in a bright red color, the two sculptures relate to one another and the viewer, furthering her focus on human-landscape relationships. Sorensen lives and works in Winter Park, Fla., and Aspen, Colo. Her vessels are included in many private, corporate and museum collections.

Chris Scala’s interest is in the study of light, transparency and privacy. Through the use of fabric woven of stainless steel and copper wire made to his specification, his sculptures appear either solid or transparent depending on the direction of the light. Based on a travel trailer of the past and constructed entirely of metal fabric, Trailer allows the viewer to look both into and through the fully furnished interior of the work of art.
