SEPT. 27 CITY COMMISSION MEETING TOPICS OF INTEREST

The City Commission met on Sept. 27 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of the major decisions that were made.

MAYOR’S REPORT:

  • The Winter Park Housing Authority presented its Audit Report.

  • A Proclamation was presented in recognition of Fire Prevention Week.

CITY ATTORNEY’S REPORT:

  • Commuter Rail Agreement was discussed and will be sent back to Orange County with several amendments.

NON-ACTION ITEMS:

  • August 2010 Financial Report was presented.

CONSENT AGENDA:

  • Minutes of Sept. 13 were approved.

  • Subordination of Utility Easements to Florida Department of Transportation to accommodate the widening initiative of Interstate 4 was pulled from the agenda.

  • RFP-34-2010 to James Moore & Co. for external audit services was approved.

ACTION ITEMS REQUIRING DISCUSSION:

  • First amendment to amended Interlocal Agreement for Public School Facility Planning and Implementation of Concurrency was approved.

  • Architect was approved to design the rehab of the historic starter house at Winter Park Country Club.

BUDGET PUBLIC HEARINGS:

  • Second reading of the ordinance to adopt the millage rate was approved.

  • Second reading of the ordinance to adopt the fiscal year (FY) 2011 annual budget was approved with amendments.

PUBLIC HEARINGS:

  • First reading of the ordinance amending the Comprehensive Plan - Capital Improvements Element to adopt the FY2011-FY2015 Capital Improvements Plan was approved with amendments.

  • First reading of the ordinance regarding water and sewer impact fees was approved.

  • 672 Symonds Ave.:

  • First reading of the ordinance changing the Future Land Use Map designation of Single Family Residential to Low Density Residential was denied.

  • First reading of the ordinance changing the existing zoning designation of Single Family (R-1A) district to Low Density Residential (R-2) district was denied.

  • 620 and 630 Symonds Ave.

  • First reading of the ordinance changing the Future Land Use Designation of Low Density Residential to Medium Density Residential was denied.

  • First reading of the ordinance changing the existing zoning designation of Low Density Residential (R-2) district to Medium Density Residential (R-3) district was denied

  • First reading of the ordinance regarding a sign code amendment was tabled.

  • First reading of the ordinance regarding a lakefront code amendment was tabled.

  • The State of Florida Department of Transportation Local Agency Program Agreement Resolution was approved.

TEST THE WATERS FISHING TOURNAMENT

The city’s Parks & Recreation Department and the Florida Fresh Water Fish and Game Commission will present the “Test the Waters Fishing Tournament” on Saturday, Oct. 2, from 8-11 a.m., at Lake Island Park located at 455 S. Denning Drive.

This free event will provide fun for the entire family! We hope you can join us for this wonderful event to enjoy a day outdoors in one of our beautiful parks.

LET’S TALK ABOUT TRANSPORTATION!

The city will be holding a Traffic & Transportation Forum on Thursday, Oct. 7 from 6-8 p.m., at the Rachel D. Murrah Civic Center located at 1050 W. Morse Blvd. This forum is for anyone interested in learning about or discussing any of the following transportation and traffic-related topics:

  1. Improving vehicular mobility or traffic movement

• Traffic signals

• Intersection improvements

• Roadway improvements

• Coordination of traffic signals

  1. Pedestrian and bicycle related improvements

• New proposed bike and pedestrian facilities

• Establishing connectivity to existing bike facilities

  1. Use of traffic calming

• Explaining the types of devices and the city’s draft policy regarding placement of traffic calming devices

  1. Wayfinding signage

• Status update

• Forecast for local roads

The meeting will be an open-house type format where attendees can view large visuals of the proposed improvements and talk to city staff about any transportation or traffic-related issues. The city will also be showcasing many of the projects already implemented that have proven successful in improving mobility throughout the city.

The Traffic & Transportation Improvement Plan was developed to support the transportation element of the city’s Comprehensive Plan and also to fulfill one of the initiatives of the city’s strategic plan. POPCORN FLICKS

Join us for Popcorn Flicks featuring “Invasion of the Body Snatchers” on Thursday, Oct. 14, from 8-10 p.m. in Central Park. This free event, presented by the City of Winter Park and the Enzian Theater, will be fun for the entire family. The popcorn is free too! Rain date is Oct. 28, if necessary.

DON’T GET THE FLU - GET YOUR FLU SHOT

Flu season is almost here! In an effort to make flu shots more accessible and convenient this season, the City of Winter Park’s Fire-Rescue Department will be offering seasonal and H1N1 flu shots at their upcoming “Flu Shot Fridays.”

These clinics, which are held at Fire Station 62, located at 300 S. Lakemont Ave., from 9 a.m. to noon, will enable residents to obtain quick and affordable influenza vaccines administered by licensed, insured professionals.

Flu shots are just $25 and cash, check, MC or Visa is accepted. For those insured primarily with Medicare Part B, there is no charge for the shot.
