June 27 CRA meeting

The Community Redevelopment Agency will meet Monday, June 27, at 2 p.m. in City Hall Commission Chambers located at 401 S. Park Ave. to discuss the public input received about the Denning Drive project.

There will be a City Commission meeting following the CRA meeting, at 3:30 p.m., in City Hall Commission Chambers. For the most up-to-date agenda, please visit cityofwinterpark.org under What’s New. Below are a few topics of interest:

Mayor’s Report

• Presentation – Representatives Miller and Cortes legislative update

• Proclamation – Park and Recreation Month

Consent Agenda

• Approve the minutes for June 13, 2016.

• Approve contracts (for a complete listing visit cityofwinterpark.org/ccpackets).

• Approve the one-year contract renewal with the YMCA for the operation of the Cady Way swimming pool to expire Wednesday, April 12, 2017.

Action Items Requiring Discussion

• Options for Notice of Disposal for 301 Comstock Ave. (city’s Blake Yard property).

Public Hearings

• Second reading of the ordinance abandoning a portion of Via Palermo right of way while retaining a utility easement over the entire area, and also retaining a 6-foot-wide ingress/egress easement, aligning with existing easement to the north.

• Second reading of the ordinance regarding the solid waste franchise (WastePro).

• Request of Morney Partnership Ltd. for the property at 226 Hannibal Square, East:

— First reading of the ordinance amending the Comprehensive Plan Future Land Use designation from a Medium Density Residential designation to Central Business District.

— First reading of the ordinance amending the zoning from Parking Lot District zoning to Commercial District zoning.

— Conditional use approval to redevelop the existing parking lot property with a three-story, single-unit residential project.

• Request of the city of Winter Park:

— First reading of the ordinance amending Chapter 58 “Land Development Code,” Article I, “Comprehensive Plan,” to add and amend policies in the text of the Future Land Use Element, and within the West Fairbanks Corridor Study Area “L” to revise and adopt new policies concerning business types to be prohibited within specified gateway corridor entrances into the city of Winter Park.

• Request of Ladybird Academy:

— Conditional use approval to develop and operate a day care and preschool within a new one-story, 13,000-square-foot building, to be constructed on the properties at 1424-1428 Gay Road and 1419-1421 Trovillion Ave.

Comprehensive Plan review has begun

At the May 23 City Commission meeting, three Winter Park residents – Nancy Miles, Marc Reicher and Laura Turner – were appointed to serve as the Comprehensive Plan Task Force. The purpose of the task force is to work with staff to provide an objective review of the draft Comprehensive Plan (Comp Plan) elements, including all board and public comments, prior to staff’s presentation of the plan to the Planning & Zoning Board, which acts as the Local Planning Agency.

The Comp Plan is the document that provides the framework for the city’s infrastructure and development, through goals, objectives and policies. The plan was last updated 2004 through 2009, and is required to be updated every seven years. Before the plan is transmitted to the state’s Department of Economic Opportunity, there will be a thorough public process to review each element that will involve the input and analysis of city staff, advisory boards and residents.

The first public meeting to discuss the Recreation & Open Space element of the Comp Plan was presented to the Parks & Recreation Advisory Board, Wednesday, June 22.

‘Art in Chambers’ exhibition featuring Erik Groff

The city of Winter Park announces the newest “Art in Chambers” exhibition featuring paintings and mixed media by Erik Groff. “Art in Chambers” is open for public viewing from 8 a.m. to 5 p.m., Monday through Friday, except for holidays.

Groff creates painting and sculptures by reusing materials. His early insurgent installations bridged the once expansive void between “respectable” fine art and elements of the underground urban art scene, usually referred to as street art, while simultaneously venturing to further the cause of art through the use of recycled materials.

“Art in Chambers,” a project of the Winter Park Public Art Advisory Board, showcases works by Florida artists. “Art in Chambers” livens Winter Park’s public rooms and exposes residents and visitors to art, highlights the importance the city places on art and culture, provides city support to local artists and studios, and creates opportunities to educate the populace on the value of art and its places in a meaningful life.
