JULY 12 CITY COMMISSION MEETING HIGHLIGHTS

The City Commission met on July 12 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of the major decisions that were made:

CITY MANAGER’S REPORT:

A presentation was made regarding the proposed FY 2011 budget highlighting the major decision points for the Commission to consider as they work towards setting a tentative millage rate at the next City Commission meeting. CITY ATTORNEY’S REPORT:

The second amendment to the Interlocal Agreement with Orange County regarding commuter rail was discussed and will be discussed further at the Monday, Aug. 2, City Commission work session.

CONSENT AGENDA:

-The minutes of June 28 City Commission meeting were approved with modifications.

Staff was approved to enter into negotiations with the top-ranked firm of ZHA, Inc., for RFQ-19-2010 Construction Manager for Winter Park Community Center.

-IFB-20-2010, Fairbanks Avenue Roadway & Pedestrian Improvement Project was awarded to APEC, Inc.

-IFB-21-2010, Winter Park Cortland Avenue Outfall Improvement Project was awarded to Sitek Corporation.

-The contract with Magic Ice USA for the 2010 “Winter in the Park” holiday ice rink was approved with modifications.

ACTION ITEMS REQUIRING DISCUSSION:

-The Traffic Transportation Plan was tabled.

-The City Commission discussed the service change for residential solid waste collection and determined they needed more information prior to making a decision on possibly changing the service.

PUBLIC HEARINGS:

-The first reading of the ordinance regarding ethics was approved.

-The resolution regarding the Wayfinding Sign System Plan for state roads located in the city was approved with modifications.

RELEAF TREE PLANTING CEREMONY

The city’s Parks & Recreation Department and Tree Preservation Board will host their second tree-planting ceremony for the new “neighborhood reLeaf project reforestation plan” on Friday, July 16, at 10 a.m., at the intersection of Lake Sue Avenue and Winter Park Road.

The goals of the “neighborhood reLeaf project reforestation plan” are to:

Provide for the re-establishment of the Winter Park tree canopy.

Effectively direct the replanting efforts to the most critical neighborhoods in need.

Assure the urban forest canopy is vibrant, diversified and properly aged to provide a long-term manageable asset for the citizens of Winter Park.

The tradition of planting trees has continued since the late 1800s. However, in 2004, three category-four hurricanes devastated the city’s landscape and depleted much of its tree canopy. An estimated 8,000 trees were lost from public lands. Since that time, an additional 3,000 trees had to be removed, and many trees are still expected to succumb to effects of the 2004 hurricane season.

JULY 19 CITY COMMISSION WORK SESSION

There will be a City Commission work session on Monday, July 19, beginning at 4 p.m., to hear oral presentations regarding the state office building RFP and also to discuss the proposed FY 2011 budget.

The work session will be held in City Hall Commission Chambers located at 401 S. Park Ave. The public is invited to attend, however, no public comment will be taken.
