JUNE 28 CITY COMMISSION MEETING HIGHLIGHTS

The City Commission met on June 28 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of the major decisions that were made:

CITY MANAGER'S REPORT:

A schedule was presented regarding the RFP process for Winter Park power supply.

NON-ACTION ITEMS:

Proposed changes to animal Ordinance No. 2665-06 was discussed and the Commission decided to place the revised animal ordinance on the July 26 City Commission meeting agenda for the first of two public hearings.

CONSENT AGENDA:

The minutes of 6/14/10 were approved.

The Emergency Debris Management Services contract was approved to be awarded to Ceres Environmental Services

The Guaranteed Max Price contract with Turner Construction Company for the community center project was approved.

PUBLIC HEARINGS:

The following first readings of the ordinances related to the Winter Park Towers, 1111 S. Lakemont Ave., resulted as follows:

The second reading of the ordinance repealing and re-adopting Policy 3-1.8.4 in the Future Land Use Element regarding conditions under which Future Land Use Map changes are permitted from Single Family or Low Density Residential to Medium Density or High Density Residential was approved.

The second reading of the ordinance changing the Comprehensive Plan Future Land Use Map from Low Density Residential to High Density Residential was approved.

The second reading of the ordinance changing the zoning designation of Planned Unit Residential (PURD) District to Multi-Family (High Density R-4) was approved.

The amendment to the preliminary conditional use approval granted on Jan. 25, 2010, to allow the construction of a four-level, 383-space parking garage; a four-story residential building of 24 units adjacent to the western and lakefront side of the proposed parking garage; and a five-story, 30-unit residential building adjacent to the northern side of the proposed parking garage, plus a new 20-unit, two-story, garden apartment residential building in the area of the western portion of the existing parking lot on property zoned R-4 was approved with an amendment.

The appeal of David Miller appealing the decision of the Historic Preservation Commission regarding the property located at 777 French was heard and staff recommendation was approved with an amendment.

The request of SunTrust Bank: Conditional Use approval to construct a drive-in bank teller facility at 301 S. New York Ave., on the northwest corner of New England and New York avenues, was approved with conditions.

The second reading of the ordinance adopting the annual update to the Capital Improvement Element to incorporate the updated five-year Capital Improvements Plan to the Comprehensive Plan was approved.

The resolution calling for a public hearing to discuss undergrounding of electric/CATV facilities to be paid in part by special assessments levied against properties of Temple Grove was approved.

The Commission met as the Equalization Board and decided the following:

The resolution declaring that the city is to fund capital improvements for undergrounding electric/CATV (BrightHouse Networks) facilities along Granville Drive and Williams Drive with the costs to be paid by special assessments was approved.

The resolution confirming the special assessments for the undergrounding of electric/CATV (BrightHouse Networks) facilities along Granville Drive and Williams Drive was approved.

The resolution declaring that the city is to fund capital improvements for undergrounding electric/CATV (BrightHouse Networks) facilities along Golfview Terrace and North Park Avenue with the costs to be paid by special assessments was approved.

The resolution confirming the special assessments for the undergrounding of electric/CATV (BrightHouse Networks) facilities along Golfview Terrace and North Park Avenue was approved.

The first reading of the ordinance amending Chapter 58 "Land Development Code" Comprehensive Plan within the Future Land Use Element so as to amend policies involving densities, building heights and mix of uses within the Central Business District and Medium Density Residential Future Land Use categories, amend policies concerning the prohibitions on subdivisions and certain future land use map changes, and to clarify certain other policy provisions and definitions was approved with amendments.

CITY HALL CLOSED ON JULY 5

Please note that City Hall will be closed on Monday, July 5, in observance of Independence Day.

FOURTH OF JULY ROAD CLOSURE

The City of Winter Park will present their annual Olde Fashioned Fourth of July Celebration on Saturday, July 3, from 9 a.m. to 1 p.m., in Central Park.
