Ocoee Commission approves Downtown Ocoee projects' funding priority list, contract for mass meter installation

The commission meeting authorized a funding priority list for capital projects, a contract for the meter upgrade project and a contractor for the Downtown and West Sanitary Transmission project.

1. Item No. 5: Approval of prioritization of Capital Projects List

City Commissioners approved funding priorities for a capital projects list pertaining to the Downtown Ocoee revitalization project. The 18 projects included in the high-priority list were chosen for inclusion according to budget availability and interrelationships to other projects, as certain construction phases must be done simultaneously, before or after another project may begin. Commissioners added the Lakeshore Center Expansion to the high-priority list, which costs $4 million. The total estimated costs for the high-priority capital projects is $43,512,000.  About $25 million of the the projects’ funding will come from a general fund bond issue.

2. Item No. 4: Approval to piggyback off the City of Callaway’s contract with a utility installation company for the Ocoee’s Citywide water meter upgrade project

The City of Ocoee has made plans for a big project: To upgrade or replace a total of 9,000 existing water meters to smart meters. Commissioners have approved to piggyback off of a 2015 meter installation contract between Utility Solutions of America, Inc. and the City of Callaway, Fla., because the utilities company intends to extend the same terms and conditions of their Callaway contract to the City of Ocoee. The total estimated cost to complete the mass installation project is $2,365,300. The City’s funding availability for the project is $2,440,283. Exactly $1,115,283 of that funding is generated funding from a cost-share grant awarded to the City of Ocoee by SJRWMD, $1,250,000 stems from 2016 utility bond issuance proceeds and $75,000 from the Lake Olympia Neighborhoods Reclaim Retrofit Project.

3. Item No. 3: Approval of contractor for Downtown and West Sanitary Transmission project (North of Silver Star Road phase)

The Commission approved a company to contract for the Downtown & West Sanitary Transmission Project. The city received five bids for the project ranging from $2,874,443 to $5,988,049.60. Commissioners agreed with city staff’s recommendation to contract the lowest bidder: SanPik, Inc. SanPik will complete the project for $2,874,443. This includes material, equipment, incidentals, services and labor.
