Winter Garden commission meeting set for August 23
City leaders will begin the meeting with a budget workshop and review the proposed budget book for fiscal year 2018-2019.
The commission will then discuss Ordinance 18-24, which proposes an amendment to a policy of the future land-use element, as well as a number of policies of the conservation element of the city’s comprehensive plan.
City leaders will see the second readings of three ordinances that involve a one-acre property located at 1220 East Story Road: Ordinances 18-26, 18-27 and 18-28. The trio of ordinances involves the annexation, future land-use designation and rezoning of the one-acre property. Ordinance 18-26 annexes the property into the city; Ordinance 18-27 amends the property’s future land-use designation from Orange County low density residential to city multi-office industrial; and Ordinance 18-28 seeks the rezoning of the property from Orange County R-2 residential district to city I-1 light industrial and warehousing district.
Commissioners will also consider a rezoning ordinance related to a 1.95-acre parcel at 1200 E Plant Street, which is in its second reading. Ordinance 18-33 rezones the subject property from C-2 (arterial commercial district) to CAPUD (character area planned unit development). Approving the ordinance would allow for the development of a new, two-story, 25,000-square-foot commercial building. The project is described as the West Orange Healthcare District CAPUD and includes parking areas, streetscape improvements, landscaping and a pocket park.
Two ordinances that pertain to wetlands were scheduled for a second reading at the meeting, however, both readings have been postponed to an unknown date pending review of the ordinances by the state, according to the agenda.
City leaders will then take action on the second reading of an ordinance that proposes changes to the city code. Ordinance 18-34 proposes to amend section 118-1310 of the city code to provide that the construction or installation of storage building less than 160 square feet as an accessory building does not require submitting building plans.
Under regular business, commissioners will consider several recommendations, including
- An agreement between the city and Orange County Public Schools for the school resource officer program
- A recommendation to approve the site plan for Johnson-Laux Construction Office at 650 Garden Commerce Parkway
- A recommendation to approve an amended and restated Oakland Development Interlocal Agreement with the Town of Oakland
- And a recommendation to approve the second amendment to the developer’s agreement for the Oakland Park Planned Development.
The amended and restated Oakland Park Development Interlocal Agreement states that the City of Winter Garden will provide sewer and reclaimed water services for up to 295 single-family homes and match the Town of Oakland’s contributions up to $250,000 for the construction of Motomasic Road.
Additionally, the city will reimburse the developer up to that amount for the installation of a traffic light at Oakland Avenue. The amendment to the developer’s agreement for the Oakland Park planned development makes the developer’s agreement consistent with the amended and restated interlocal agreement, according to the agenda.
City leaders will also consider approving three special events: the American Legion Post 63 “Ruck Walk” on November 17, the West Orange High School Homecoming Parade on October 11 and the Annual Winter Garden Community Choir Wine Walk on November 1.
Commissioners will then continue discussions regarding a developer’s proposal to build a boutique hotel in downtown Winter Garden, and a recommendation to approve Stephen Graham as the Winter Garden Police Department's chief of police.
