July 14 City Commission meeting highlights

If you were unable to watch or attend the City Commission meeting held July 14 in City Hall Commission Chambers, below are a few highlights of decisions made at the meeting:

Mayor’s Report

• A check presentation was made by Mr. Kenneth Murrah to the city of Winter Park’s Tree Fund.

• Miller’s Hardware Day was proclaimed for July 25, 2014.

• The Winter Park Police Department recognized John Cherry, Kim Groves and Jamison Koczan for their heroic act in assisting a citizen in distress.

• The appointments of Winter Park Library Task Force members were approved.

City Manager’s Report

• The 2014-2015 Fiscal Year budget was presented. The PowerPoint presentation can be found at cityofwinterpark.org > Departments > Finance.

Consent Agenda

• The minutes of June 23, 2014 were approved.

• The purchase, contract and formal solicitation were all approved (for a complete listing, please visit cityofwinterpark.org/ccpackets).

• The water main construction agreement with Winter Park Town Center Development, LLC at 940 W. Canton Ave. was approved.

Action Items Requiring Discussion

• Pink Out Winter Park 2014 was approved.

• The reimbursement to Habitat for Humanity for the building lot acquisition costs at 832 English Court was approved.

• A communitywide visioning process was approved with amendments and staff was directed to move forward with structuring that process.

Public Hearings

• The resolution to rename Fleet Peeples Park back to its original name, Lake Baldwin Park, was approved.

• Request of St. Margaret Mary Catholic Church:

— The Conditional Use approval to renovate and expand the church sanctuary adding a new front foyer or narthex, and church steeple/tower at 526 N. Park Ave. was approved.

• Request of Starbucks Restaurants:

— The Conditional Use approval to redevelop the former Jiffy Lube property at 2591 Aloma Ave. into a new Starbucks with a drive-thru component was approved with an amendment.

• Request of Georgiana Harkins for the property at 1141 and 1143 Orange Ave.:

— The first readings of the ordinances amending Article I, “Comprehensive Plan” to change the Future Land Use Designation and the official zoning map was approved.

• ¬Request of Phil Kean Design Group:

— The second readings of the ordinances amending the Comprehensive Plan to change the Future Land Use map and the official zoning map for the property at 421 W. Morse Blvd. was approved.

• The second reading of the ordinance establishing the West Fairbanks Avenue Water/Sewer Impact Fee Deferral Program was approved.

• Second reading of the ordinance prohibiting the construction of a professional minor league baseball stadium in Martin Luther King Jr. Park was approved.

• Request of the city of Winter Park:

— The second reading of the ordinances amending Chapter 58 “Land Development Code,” Article I “Comprehensive Plan,” related to the maximum building height within the Central Business District was approved with an amendment.

• Request of the city of Winter Park:

— Second reading of the ordinance amending Chapter 58 “Land Development Code,” Article I “Comprehensive Plan,” related to repealing the requirement for a supermajority vote of the City Commission to approve certain conditional uses was approved.

Changes to city website

If you are a visitor to cityofwinterpark.org, you’ve noticed a slight change in the look and feel. This was primarily done as the city transitioned the site into a new content management system (CMS). With this transition and because of the tremendous amount of information that was migrated into the new CMS, you may experience broken links. If this occurs, please email [email protected] with the page where you found the error and our Communications Department will correct it as quickly as possible. By transitioning to this new system, you will also need to update any bookmarks that have been saved previously, as the page address will be different. Thank you for your patience and support during this transition.

UAB board member

The city of Winter Park has approximately 20 boards that help advise the city on various issues. One of those boards is the Utility Advisory Board that helps make recommendations to the City Commission on the city’s water and electric utilities.
