Jan. 23 City Commission meeting highlights

There was a City Commission meeting on Jan. 23 at 3:30 p.m. Below are a few highlights of decisions made at the meeting.

Mayor’s report

The Employee of the Quarter award was presented to Mark Brown, electric utility specialist.

The board appointments to the Martin Luther King, Jr., Task Force were approved.

The city’s 125th Anniversary Task Force was approved.

The Winter in the Park Holiday Window Contest winners were announced. Tuni’s was awarded the Designer’s Choice Award and Bella was awarded the People’s Choice Award. Congratulations on helping make our downtown more festive during the holiday season!

City Manager’s Report

The proposed East Hannibal Square on-street dining request was approved to continue going through the special event process prior to being presented to the Commission for consideration.

City Attorney’s Report

The settlement agreement proposed by Sydgan in the case of Sydgan Corp. versus the city of Winter Park was approved.

Consent Agenda

The minutes of Jan. 9 were approved.

The Winter Park Neighborhood Enhancement Matching Grant requests for the following neighborhoods were approved:

Chateaux du Lac

Hannibal Square Community Land Trust Neighborhood Association

Park Green Community Association

Temple Sunset Neighborhood Association

The expenditures of State Law Enforcement Forfeiture Funds ($6,000) were approved as follows: $1,000 to Mothers Against Drunk Drivers (MADD) for the 4th annual Chief Challenge fundraiser; and $5,000 to assist the Prescription Drug Monitoring Program (PDMP) to aid in reducing the scope of prescription drug abuse and diversion in Florida.

The request to waive fees in Central Park for the Michael Andrews/Swingerhead concert was approved.

Action Items Requiring Discussion

The city manager, Commissioner Cooper and city attorney were approved to proceed with proposing an agreement to the USPS for the first right of refusal for acquisition of the post office property on New York Avenue.

Public Hearings

The following decisions were made on the requests of Jim Veigle Properties, LLC:

The second reading of the ordinance amending the comprehensive plan future land use map so as to change the future land use designation of Single-family Residential to Office Professional on the property at 1210 Dallas Ave. and planning area “J” Policy 1-4.1.J.11 in the future land use element to add an exception to the encroachment of non-residential land use was approved.

The second reading of the ordinance amending the official zoning map so as to change the existing zoning designation of Single Family Residential (R-1A) District to Parking Lot (PL) District at 1210 Dallas Avenue was approved.

The resolution setting forth the city’s intent to use the uniform ad valorem assessment for properties abutting Via Salerno and Mayfield Avenue to fund the installation of underground electrical/BHN facilities was approved.

The request of Rollins College for Conditional Use approval to demolish and rebuild Strong Hall located adjacent to the corner of Holt Avenue and Hanna Way on the campus at 1000 Holt Avenue, zoned PQP, was approved.

The request of Perth Lane Properties, LLC, for Conditional Use approval to build a new two-story 22,990 square-foot medical office building at 100 Perth Lane, zoned Office (O-2), was approved.

The following requests of Denning Partners, Ltd., for the property at 861 W. Canton Avenue were tabled to the Monday, Feb. 13, City Commission meeting:

First reading of the ordinance changing the designation of Single Family Residential to High Density Residential.

First reading of the ordinance changing the designation of Single Family Residential (R-1A) to Multi-Family (High Density R-4)..

The request of Winter Park Redevelopment Agency, Ltd., for Conditional Use approval to construct a 470-square-foot, second floor addition onto the previously approved restaurant pavilion building at 400 W. New England Ave., zoned C-2, was approved.

Early Voting

The Winter Park Public Library located at 460 E. New England Avenue will host early voting for Orange County residents in the first floor Community Room now through Saturday, Jan. 28, daily from 10 a.m. to 7 p.m.

Sample ballots that indicate their voting precinct have been mailed to registered voters. If you are still unsure of your precinct, please contact the City Clerk’s Office at 407-599-3277, Monday through Friday, from 8 a .m. until 5 p.m., and until 7 p.m. on Election Day to determine your voting precinct. Please make sure to bring your sample ballot to the precinct to help expedite the voting process.
