Please pardon our mess, we’re improving City Hall

During the months of December through February 2012, the city will be working at making City Hall much more welcoming, customer friendly and energy efficient. As a result, many of the services offered at City Hall will be temporarily offered at other locations, some within areas of City Hall and others off-site. The following is a listing of the city services and their temporary locations during construction:

  • Building/Permitting has moved to City Hall West Wing, 2nd Floor.

  • Cashiers and Utility Billing Customer Service has moved to City Hall West Wing, 1st Floor.

  • City Management/Administration has moved to City Hall West Wing, 2nd Floor.

  • Economic Development/CRA Department has moved to the Welcome Center located at 151 W. Lyman Ave.

  • Planning Department has moved to the Azalea Lane Recreation Center located at 1045 Azalea Lane.

  • Beginning Monday, Dec. 12, through February 2012, City Commission meetings will be held at the Rachel D. Murrah Civic Center located at 1050 W. Morse Blvd.

November 28 City Commission Meeting Highlights

There was a City Commission meeting held on Nov. 28. Below are the highlights of major decisions that were made:

  • Mayor’s Report

o A proclamation was made declaring November 28, 2011, as Winter Park High School’s 500th Football Victory Day in Winter Park, acknowledging the high school as one of the top 10 teams in the state that have had 500 football victories.

o A proclamation was made in honor of the Florida’s Blood Centers “Season of Giving” and the major blood donors were recognized.

o Two checks from the Florida Department of Environmental Protection and Florida Department of Transportation were presented by the Public Works Department for stormwater and roadway projects grant payments.

  • City Attorney’s Report

o An update on curbside post office mail boxes was provided to the Commission. No further action was taken regarding this topic.

  • Consent Agenda

o The minutes of Nov. 14 were approved with a modification.

o Various contracts were approved (for a complete listing of contracts, please visit www.cityofwinterpark.org > Government > City Commission > Agenda).

o The encroachment agreement to encroach into the city’s drainage easement located at 1764 Elizabeth’s Walk was approved.

o The recommended rebates for the proposed Winter Park Electric Energy Conservation Program were approved.

o The purchase of a Computer Aided Forms Entry Report Management System and Computer Aided Dispatch from the Seminole County Sheriff’s Office for the police department was approved.

o A policy was approved to be established whereby professional service contracts are to be competitively shopped at a maximum of every five years, unless waived by the Commission.

  • Action Items Requiring Discussion

o The West Fairbanks design standards were directed to be reviewed by the city’s Economic Development Advisory Board and the Planning & Zoning Board.

  • Public Hearings

o The second reading of the ordinance regarding the authorization of the conveyance of the city-owned property located at 941 W. Morse Blvd. was approved with an amendment.

o The first reading of the ordinance regarding lakeshore protection was approved.

o The ordinance to vacating a portion of the city right-of-way located at 2525 Via Tuscany was approved.

o The resolution regarding tobacco use in public places was approved.

o The resolution determining that Affordable Housing developments should be given priority processing was referred to the Economic Development Advisory Board.

Holiday Window Contest and Skate! Shop! Dine! promotion

The city of Winter Park Economic Development/CRA Department is proud to present their second annual Winter in the Park Holiday Window Contest and Skate! Shop! Dine! promotion.

The Holiday Window Contest beginning on Thursday, Dec. 1, will feature participating Park Avenue and downtown Winter Park merchants as they transform their storefronts into works of art. The contest will be judged in two different categories, the Design Excellence Award and Peoples’ Choice Award.

To determine the winner of the Design Excellence Award our very own Winter Park City Commission will judge the window displays based on creativity, appeal, theme, use of color, use of space and merchandising. The award winner will receive a $500 electric utility bill credit, generously provided by the city of Winter Park Electric Utility Department.

To determine the winner of the Peoples’ Choice Award, patrons of participating merchants are encouraged to vote for their favorite window display by Sunday, Jan. 8, 5 p.m. Ballots to vote for winners in this category are located at each participating store as well as the Winter Park Welcome Center and the Winter in the Park holiday ice skating rink in Central Park West Meadow. Completed ballots must be deposited in the drop box located at the check-in table at the ice rink. Patrons may also vote online (instructions below). The award winner will receive a $250 electric utility bill credit generously provided by the city of Winter Park Electric Utility Department.

In support of our local business community, the Skate! Shop! Dine! promotion encourages patrons of the Winter in the Park holiday ice skating rink to show their wristbands at participating merchants for special offers and discounts. Skaters will receive a wristband to enter the ice rink and merchants will need to see that wristband in order to allow their specific discount offer.
