Commission meeting highlights

There was a City Commission meeting held on Monday, Sept. 26, at 3:30 p.m., in City Hall Commission Chambers located at 401 Park Avenue South. Below are highlights of the decisions that were made:

• Mayor’s report

  • A presentation of Green Local Government Gold Certification from the Florida Green Building Coalition and the Keep Winter Park Beautiful annual awards were made congratulating the city’s initiatives and accomplishments as it continues to pursue becoming a green local government and city.

• Consent agenda

  • The minutes of Sept. 12 were approved with modifications.

  • The following decisions were made on the contracts below:

  • The renewal of medical insurance with Aetna was approved and the mayor was authorized to execute the renewal package document.

  • The temporary extension of tree trimming of electric utility lines with Burford’s Tree Inc. was approved through Wednesday, Nov. 30, and the mayor was authorized to execute the agreement for temporary extension.

  • The temporary extension of underground electrical construction services with Heart Utilities Inc., was approved through Saturday, Dec. 31, and the mayor was authorized to execute the agreement for temporary extension.

  • The sanitary sewer and water main easement for 701 S. Orlando Ave., for the Oakley Corporation at the Hollieanna Shopping Center (Publix) was approved.

  • The Orange County School Board first amended and restated interlocal agreement for public school facility planning and implementation of concurrency was approved.

  • The Fiscal Year 2012 Strategic Plan was approved with amendments.

• Action items requiring discussion

  • The Notice of Disposal proposals for the State Office Building located at 941 W. Morse Blvd. were presented and staff was authorized to enter negotiations with CNL/Progress Point LLC for purposes of exchanging the Progress Point property (1150 N. Orange Ave.) for the State Office Building property plus the additional compensation discussed at the meeting.

• Budget public hearings

  • Second reading of the ordinance adopting the millage rate was approved.

  • Second reading of the ordinance adopting the Fiscal Year 2012 annual budget was approved.

• Public hearings

  • The resolution setting forth the city’s intent to use the uniform ad valorem method of collection of a non-ad valorem assessment for properties abutting Dixie Parkway and Williams Drive was approved.

  • The request of Rollins College to amend or revise a conditional-use approval to construct the Alfond Inn at Rollins College, consisting of a five-story, 112-room hotel with a restaurant/bar, meeting/ballroom space and on-site parking at 300 E. New England Ave. zoned R-4 was approved with conditions.

  • The second reading of the ordinance requested by the city of Winter Park to amend Article I, “Comprehensive Plan” to update the Capital Improvement Element to reflect the revised five-year Capital Improvement Plan inclusion within the data, inventory and analysis component of the Comprehensive Plan was approved.

  • The second reading of the ordinance amending Article I, “Comprehensive Plan” so as to eliminate the twice-a-year limitation on amendments to the city’s Comprehensive Plan substituting for the current amendment procedures was approved.

  • The second reading of the ordinance to vacate and abandon a portion of the city utility easement located at 1680 Magnolia Ave. was approved.

  • The fee schedule effective Saturday, Oct. 1, 2011 was adopted.

  • The first reading of the ordinance to repeal sections 62-51 and 62-53 of the city code and amend section 62-52 of the city code as required by Chapter 2011-109, Laws of Florida regarding firearms and ammunition was approved.

Community Center open house

The city will celebrate the completion of the new Winter Park Community Center, located at 721 W. New England Ave., with an interactive open house on Saturday, Oct. 1, from 10 a.m. to 2 p.m.

Everyone is invited to the free open house event at the new 38,000-square-foot, state-of-the-art facility. Family fun will include facility tours, giveaways and prizes, live music and bounce house, program demonstrations and information, and youth basketball skill challenges and clinic.

As part of the city’s sustainability initiative, the center was specifically designed to be more energy efficient, conserve water and improve indoor air quality for visitors making it the city’s first Leadership in Energy and Environmental Design certified green building. In the spirit of true community-building partnerships, many local neighborhood, business and philanthropic organizations have helped to make this project possible. The city’s Parks & Recreation Department will manage the center and facilitate all programming.

City to offer flu shots

In an effort to make flu shots more accessible at convenient locations this fall, the City of Winter Park Fire-Rescue Department will be offering seasonal flu shots at their upcoming “Flu Shot Fridays.” These clinics will enable citizens to obtain quick and affordable influenza vaccines administered by licensed, insured professionals. The influenza (seasonal) vaccine is the common flu vaccine, which the National Center for Disease Control recommends once a year.

For those insured primarily with Medicare Part B, there is no charge for a flu shot. All others will be charged $25 for the flu shot (cash, check, VISA® or MasterCard® accepted).

The “high-dose” flu vaccine will also be offered to those 65 years of age and older. For those insured primarily with Medicare Part B, there is no charge. All others will be charged $45 for the high-dose vaccine.

“Flu Shot Fridays” will take place on the following dates at the following locations:

• Friday, Oct. 7, thru November, from 8 a.m. to noon; Station 62, 300 S. Lakemont Ave.

• Saturday, Oct. 29, and Saturday, Nov. 26, 9 a.m. to noon; Winter Park Farmers’ Market, 200 W. New England Ave.
