DEC 13 CITY COMMISSION MEETING TOPICS OF INTEREST

There will be a City Commission meeting on Monday, Dec. 13, at 3:30 p.m., in City Hall Commission Chambers. Below are a few topics of interest:

CITY BOARD REPORT & UPDATE:

  • Board of Adjustment

MAYOR’S REPORT:

  • Presentation of the “Winter in the Park” Holiday Window Contest

  • Proclamation for St. Margaret Mary’s Choir

  • Presentation of the Winter Park Police Department SWAT Team Award

  • Board appointment - Code Enforcement Board

CITY ATTORNEY’S REPORT:

  • Extension request of the Conditional Use permit for the Morse Blvd./Pennsylvania Ave. parking garage expansion.

  • Dan Bellows’ tolling agreement.

  • Report on meeting with Supervisor of Elections on Nov. 29 regarding date of municipal election.

  • Approval of the commuter rail agreement amendment.

CONSENT AGENDA:

  • Approve the minutes of Nov. 22

  • Authorize the landfill rate increase of 1.9 percent or 28 cents per residential unit and 2.7 percent or 17 cents per cubic yard for commercial customers in accordance with the city’s contract with Waste Pro.

  • Approve the continuing engineering services contract with CH2MHill and CDM.

  • Accept the presentation of the 2011 Winter Park Fire-Rescue Department’s Standards of Coverage and apply the performance baselines and benchmarks for all services of the agency.

  • Authorize staff to change the current process of providing meeting agenda packages by having the Commission download the package from the city’s website versus providing CDs.

  • Approve award (contingent upon FDOT concurrence) to Empower Construction, Inc., for the Lakemont Avenue Resurfacing Project at $242,064.51, and for the Phelps Avenue Resurfacing Project at $78,411; authorize the Mayor to sign agreements for Lakemont Avenue and Phelps Avenue projects.

  • Approve award of IFB-31-2010 to West FL Maintenance, Inc., for the exterior painting of the Public Safety Compound.

  • Approve the purchase of limerock roadway base material for special construction projects and roadway maintenance and replacement; authorize staff to use a quote system outside the standard purchasing practice to obtain the most competitive price; authorize issuance of corresponding limerock purchases via city credit card to ensure the best available commodity price.

  • Authorize the purchase of concrete materials for special construction projects and roadway maintenance and replacement; authorize staff to use a quote system outside the standard purchasing practice to obtain the most competitive price; authorize issuance of corresponding limerock purchases via city credit card to ensure the best available commodity price.

  • Approval of purchases and contracts.

PUBLIC HEARINGS:

  • Request of the Winter Park Towers: (Quasi-Judicial proceeding)

• Final Conditional Use Approval pursuant to the Preliminary Conditional Use Approval granted on June 28, 2010, at 1111 S. Lakemont Ave.

  • Ravaudage update

• First reading of the ordinance to extend the deadline for the de-annexation of the parcels involved in the Ravaudage project (Dan Bellows)

  • Request of the City of Winter Park:

• Second reading of the ordinance to amend Article III, “Zoning,” Section 58-87 “Lakefront Lots, Canalfront Lots, Streamfront Lots, Boathouses and Docks”; renaming the section to include wetlands and adding a new subsection (f) to include Wetland Setback Provisions and Protections.

  • Resolution - Refunding of the Water and Sewer Revenue Bonds, Series 2004

  • Resolution - Refunding of the Electric Revenue Bonds, Series 2005B
