July 11 City Commission meeting highlights

Mayor’s Report

• The Winter Park High School Foundation presented a $200,000 check to the city in support of the improvements and renovation of Showalter Field.

City Manager’s Report

• The proposed Fiscal Year 2016-2017 budget was presented and can be found at cityofwinterpark.org > Quick Info > Budget Documents.

Consent Agenda

• The minutes for June 27, 2016, were approved.

• Contracts: City staff was authorized to select a vendor and award the contracts with a specified not-to-exceed amount for the project (for a complete listing visit cityofwinterpark.org/ccpackets).

Action Items Requiring Discussion

• After a presentation by city staff, the Visioning Steering Committee, and consultant Logan Simpson, the proposed vision statement and supporting themes were adopted.

Public Hearings

• Request of Morney Partnership Ltd. for the property at 226 Hannibal Square, East:

— The second reading of the ordinance amending the zoning from Parking Lot District zoning to Multi-Family Residential District zoning was approved.

• The resolution creating a Property Assessed Clean Energy Program and joining the Clean Energy Green Corridor Program was approved.

— The mayor was authorized to execute the membership agreement between the city and the Green Corridor PACE District.

• The request of Phil Kean Designs Inc.

— The Conditional Use Approval granted on Oct. 12, 2015, to redevelop the property at 652 W. Morse Blvd. in order to develop 10 residential units in lieu of the approved 11 residential units and modify the approved architectural elements was tabled.

CoffeeTalk with Vice Mayor Sprinkel

CoffeeTalk featuring Vice Mayor Sarah Sprinkel will be held Thursday, July 14, at 8 a.m. at the Winter Park Welcome Center located at 151 W. Lyman Ave. Now in its 11th season, CoffeeTalk has become the place for citizens that have “a latte beans to grind” or simply want to “espresso their thoughts.” The purpose of CoffeeTalk is to give citizens the opportunity to talk to their city leaders in a more casual, informal environment, and avoid the stage fright that is often experienced at large meetings. Please make plans to join Vice Mayor Sprinkel for a cup of conversation and great coffee provided by Barnie’s CoffeeKitchen.

Help prevent Zika

According to the Centers for Disease Control and Prevention website cdc.gov:

• No vaccine exists to prevent Zika virus disease (Zika).

• Zika virus is mostly spread through the bite of an infected mosquito. Prevent Zika by avoiding mosquito bites (see steps below).

• Mosquitoes that spread Zika virus bite mostly during the daytime.

• Mosquitoes that spread Zika virus also spread dengue and chikungunya viruses.

• Zika can spread through sexual contact.

The most common symptoms of Zika are fever, rash, joint pain, and conjunctivitis (red eyes). The illness is usually mild with symptoms lasting for several days to a week after being bitten by an infected mosquito. People usually don’t get sick enough to go to the hospital, and they very rarely die of Zika. For this reason, many people might not realize they have been infected. However, Zika virus infection during pregnancy can cause a serious birth defect called microcephaly, as well as other severe fetal brain defects. Once a person has been infected, he or she is likely to be protected from future infections.

As of July 2016, all cases in the state of Florida are travel-associated. There have been no locally-acquired cases of Zika in Florida.

Prevent mosquito bites:

• Wear long-sleeved shirts and long pants.

• Stay in places with air conditioning and window and door screens to keep mosquitoes outside.

• Sleep under a mosquito bed net if you are overseas or outside and are not able to protect yourself from mosquito bites.

• Use Environmental Protection Agency-registered insect repellants with one of the following active ingredients: DEET, picaridin, IR3535, oil of lemon eucalyptus or para-menthane-diol.

Control mosquitoes outside your home:

• The mosquito species that transmit Zika does not breed in water on the ground (ponds, ditches, wetlands, etc.) but do breed in artificial water containers.

• Once a week, empty and scrub, turn over, cover, top, toss or throw out any items that hold water like tires, buckets, planters, toys, pools, birdbaths, flowerpot saucers, or trash containers. Mosquitoes lay eggs near water.

• Drain standing water weekly, no matter how seemingly small. A couple drops of water in a bottle cap can be a breeding location for mosquitoes.

• Flush the water within bromeliads on a weekly basis and keep gutters clean.

• Tightly cover water storage containers (buckets, cisterns, rain barrels) so that mosquitoes cannot get inside to lay eggs.

• For containers without lids, use wire mesh with holes smaller than an adult mosquito.

• Use larvicides to treat large containers of water that will not be used for drinking and cannot be covered or dumped out.

• Use an outdoor insect spray made to kill mosquitoes in areas where they rest. Mosquitoes rest in dark, humid areas like under patio furniture, or under the carport or garage. When using insecticides, always follow label instructions.

• If you have a septic tank, repair cracks or gaps. Cover open vent or plumbing pipes. Use wire mesh with holes smaller than an adult mosquito.
