SEPT. 13 COMMISSION MEETING HIGHLIGHTS

The City Commission met on Sept. 13 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of the major decisions that were made:

CONSENT AGENDA:

The minutes of Aug. 23 City Commission meeting was approved with a modification.

The renewal of the line of credit with SunTrust for electric operations was approved.

Reynolds Inliner, LLC, was approved for sanitary sewer main rehabilitation lining, piggybacking the St. Petersburg contract.

City Manager Randy Knight and Planning Director Jeff Briggs were reappointed to the South Seminole & North Orange County Wastewater Transmission Authority.

The budget adjustment for clearing neglected lots of overgrowth in the amount of $20,000 for the Code Enforcement Division was approved.

The budget adjustment for EMS operations to purchase supplies in the amount of $5,000 for the Fire-Rescue Department was approved.

The request to suspend the current animal ordinance to allow the “Dog On It” event at Cady Way softball field was approved.

ACTION ITEMS REQUIRING DISCUSSION:

The first amendment to amend the Interlocal Agreement for Public School Facility Planning and Implementation of Concurrency was tabled.

The purchase of the vacant lot at 2225 Howard Drive was tabled.

The request for temporary, three month “Art on the Green” exhibition to celebrate the completion of the Central Park renovation project was approved.

The recommended revisions to the National Register of Historic Places nomination for Downtown Winter Park from the Florida Bureau of Historic Preservation was approved.

The RFQ 23-2010 for the golf pro shop continuation was tabled.

The Commission was presented four options to consider regarding parks acquisition and funding from the federal government. The City Commission decided to proceed with the first option.

BUDGET PUBLIC HEARINGS

The first reading of the ordinance to adopt the millage rate was approved.

The first reading of the ordinance to adopt the FY 2011 annual budget was approved with amendments.

PUBLIC HEARINGS:

First reading of the ordinance amending the Comprehensive Plan - Capital Improvements Element to adopt the FY2011-FY2015 Capital Improvements Plan was tabled.

The request of Rollins College and Novasol Energy to increase the height and decrease the side setbacks for the installation of solar panels on a portion of the top deck of the parking garage of the SunTrust Building at 400 S. Park Avenue was approved with conditions.

The second reading of the ordinance implementing requirements for inactive construction sites; electronic submission of building plans with related fees and membership criteria for the Construction Board of Adjustment & Appeals was approved.

The fee schedule effective Friday, Oct. 1 was approved with amendments.

The first reading of the ordinance regarding water and sewer impact fees was tabled.

CITY COMMISSION WORK SESSION

The City Commission will hold a work session on Monday, Sept. 20, at 5 p.m. in City Hall Commission Chambers to discuss the 90-day plan, the Boys & Girls Club and the golf proshop renovations.

The public is invited to attend, however, no public comment will be taken.

CITY TO WELCOME PINK HEALS TOUR

The Pink Heals Tour will come to Winter Park on Friday, Sept. 17, from 10 a.m. to 2 p.m. The historic 1929 WPFD fire truck and several motorcycles will escort the pink engines into downtown Winter Park from I-4, east to Fairbanks Avenue, north on U.S. Hwy. 17-92, and east on Canton Avenue to Central Park West Meadow. The “Pink Heals Tour” promotes cancer awareness. For more information, visit www.pinkfiretrucks.org.

GREEN GARDENING IN WINTER PARK

The final 2010 Green Gardening in Winter Park workshop will take place Saturday, Oct. 2 from 8:30 a.m. to 12:45 p.m., at the Winter Park Welcome Center, 151 W. Lyman Ave. This free program requires registration by calling 407-599-3498 or e-mailing [email protected].
