June 27 City Commission meeting highlights

Mayor’s Report

• July was proclaimed Park and Recreation Month.

Consent Agenda

• The minutes for June 13, 2016, were approved.

• The contracts were approved (for a complete listing visit cityofwinterpark.org/ccpackets).

• The one-year contract renewal with the YMCA for the operation of the Cady Way swimming pool to expire Wednesday, April 12, 2017, was approved.

Action Items Requiring Discussion

• The Notice of Disposal for 301 Comstock Ave. (city’s Blake Yard property) was approved.

Public Hearings

• The second reading of the ordinance abandoning a portion of Via Palermo right of way while retaining a utility easement over the entire area, and also retaining a 6-foot-wide ingress/egress easement, aligning with existing easement to the north, was approved.

• The second reading of the ordinance regarding the solid waste franchise (WastePro) was approved.

• Request of Morney Partnership Ltd. for the property at 226 Hannibal Square, East:

— The ordinance amending the Comprehensive Plan Future Land Use designation from a Medium Density Residential designation to Central Business District was denied.

— The first reading of the ordinance amending the zoning from Parking Lot District zoning to R-3 zoning was approved.

— The Conditional Use approval to redevelop the existing parking lot property with a three-story, single-unit residential project was approved.

• Request of the city of Winter Park:

— The ordinance amending Chapter 58 “Land Development Code,” Article I, “Comprehensive Plan,” to add and amend policies in the text of the Future Land Use Element, and within the West Fairbanks Corridor Study Area “L” to revise and adopt new policies concerning business types to be prohibited within specified gateway corridor entrances into the city of Winter Park, was approved.

• Request of Ladybird Academy:

— The Conditional Use request to develop and operate a day care and preschool within a new one-story, 13,000-square-foot building, to be constructed on the properties at 1424-1428 Gay Road and 1419-1421 Trovillion Ave., was denied.

Olde Fashioned 4th of July Celebration

The 21st annual Olde Fashioned 4th of July Celebration will be held Monday, July 4, from 9 a.m. to 1 p.m., in Central Park. Mayor Steve Leary will lead a special presentation at 9:15 a.m. from the main stage which will include an “Oath of Allegiance” naturalization ceremony for 20 citizenship applicants.

The celebration will also feature live patriotic music performed by the Bach Festival Choir and Brass Ensemble, horse-drawn wagon rides, Orlando Cloggers, Rockin’ Roadster Road Show and much more! Children’s activities will include the annual bicycle parade at 9 a.m. (lineup begins at 8:30 a.m.) from City Hall to Central Park, as well as fun games and inflatables. Free hot dogs, watermelon and water will be available for all to enjoy, while supplies last.

In conjunction with the city festivities, The Charles Hosmer Morse Museum of American Art will celebrate 21 years on Park Avenue with its annual Independence Day Open House. There is free admission to its galleries from 9:30 a.m. to 4 p.m. Also, The Winter Park History Museum, located at 200 W. New England Ave. (north end of the Farmers’ Market building) will be open (free admission) from 9 a.m. to 4 p.m.

CoffeeTalk with Vice Mayor Sprinkel

CoffeeTalk featuring Vice Mayor Sarah Sprinkel will be held Thursday, July 14, at 8 a.m., at the Winter Park Welcome Center located at 151 W. Lyman Ave. Now in its 11th season, CoffeeTalk has become the place for citizens that have “a latte beans to grind” or simply want to “espresso their thoughts.” The purpose of CoffeeTalk is to give citizens the opportunity to talk to their city leaders in a more casual, informal environment, and avoid the stage fright that is often experienced at large meetings. Please make plans to join Vice Mayor Sprinkel for a cup of conversation and great coffee provided by Barnie’s Coffee Kitchen.

Tree inventory and risk assessment complete

The city of Winter Park’s Urban Forestry Division has completed the third and final phase of its rights of way tree inventory and risk assessment. The project was a multi-year effort funded by three $20,000 Urban & Community Forestry Grants from the U.S. Forest Service with a match by the city. The U.S. Forest Service and Florida Forest Service work together to issue urban and community forestry grants to cities throughout the state that are proactive in their urban forestry program.

Having an updated right of way tree inventory is extremely helpful because this information will allow the Urban Forestry Division to focus on trees requiring hazard mitigation and specific maintenance needs. In addition, staff has the ability to better route, prioritize and schedule our needs in a systematic method throughout the city. This will result in improved management of our maintenance cycles and a significant cost savings in our tree maintenance budget.
