APRIL 26 CITY COMMISSION MEETING HIGHLIGHTS

The City Commission met on April 26 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of the major decisions that were made:

CONSENT AGENDA:

-The minutes of April 12 Commission meeting were approved with modifications.

-The request to approve the Owner's Design Build Consulting Services contract for a project manager and owner's representative related to the Winter Park Community Center project was denied. An RFP will be issued for this project.

-The Task Order 2010-03 East (Winter Park Estates) Wastewater Treatment Plant - Rerating; $49,877 to CH2M Hill was approved.

ACTION ITEMS REQUIRING DISCUSSION:

-The extension of Conditional Use for the Morse Boulevard/Pennsylvania Avenue Parking Garage was tabled.

-The FY 2011 budget goals were discussed and were approved as the begnning of the budget process.

-The decision to accept the extension of the post office contract for one year was approved.

PUBLIC HEARINGS:

-The adjustments to the city fee schedule were approved.

-The resolution defining the Economic Development/CRA Department as the city's local Economic Development Agency (included for approval is the endorsement of the State Qualified Targeted Industry program [QTI]) was tabled.

-The resolution accepting and approving the city's portion of the Orange County Local Mitigation Strategy was approved.

-The second reading of the ordinance authorizing the refunding of the outstanding Park Avenue Improvement Revenue Bonds, Series 1998 providing for the issuance of not exceeding $3 million Park Avenue Refunding Improvement Revenue Bonds, Series 2010 was approved.

-The second reading of the ordinance changing the Future Land Use Designation of Commercial to Central Business District at 301 West New England Avenue was approved.

-The first reading of the ordinances changing the existing zoning designation at the following four properties resulted in the following decisions:

400 W. New England Ave. and 227 E. Hannibal Square were not approved

463 W. and 535 W. New England Ave. were approved.

-The first reading of the ordinances requested by the city of Winter Park for the United States Post Office property located at 300 North New York Ave. resulted in the following decisions:

  1. Changing the Future Land Use Designation of the Comprehensive Plan to Institutional north of Garfield Avenue and to Open Space & Recreation south of Garfield Avenue was approved.

  2. Changing the zoning designation to PQP north of Garfield Avenue and Open Space & Recreation south of Garfield Avenue was approved.

  3. The first reading of the ordinances requested by the city of Winter Park for the West Meadow property resulted in the following decisions:

  4. Changing the Future Land Use Designation of Institutional to Open Space and Recreation for the West Meadow property at 150 N. New York Ave. was approved.

  5. Changing the Zoning Designation of Public, Quasi-Public (PQP) District to Parks and Recreation (PR) District for the West Meadow property at 150 N. New York Ave. was approved.

  6. Vacating that portion of the platted right-of-way of West Park Avenue between the West Meadow and Central Park was approved.

APRIL 30 CITY COMMISSION WORK SESSION

The City Commission will hold a work session at noon Friday, April 30, in City Hall Commission Chambers located at 401 S. Park Ave. to discuss the commuter rail contract.

The work session is open to the public, however, no public comment will be taken.

MAY 3 CITY COMMISSION STRATEGIC PLANNING SESSION

The City Commission and city staff will hold a strategic planning session at 2 p.m. Monday, May 3, in the Community Room at the Public Safety Facility located at 300 W. Virginia Ave.

The public is invited to attend, however, no public comment will be taken.

WINTER PARK RESIDENTS ARE ENCOURAGED TO PARTICIPATE IN ANNUAL SPRING CLEANUP

Now is the time for spring cleaning and the city of Winter Park encourages residents to participate in the city's annual Spring Cleanup which will be held at the end of May and the beginning of June, according to the four city quadrants as outlined on the attached map.

The annual Spring Cleanup provides an extra "bonus" pickup day so that residents can dispose of old furniture, broken appliances and other bulky items. To take advantage of this convenient service, residents must place their items curbside after 5 p.m. on the evening prior to the pickup day assigned to their quadrant.

Hazardous waste items are not included in the Spring Cleanup.

Yard waste is also not included in the Spring Cleanup.

Please adhere to regular pickup schedules for yard waste.
