JULY 26 COMMISSION MEETING HIGHLIGHTS

The City Commission met on July 26 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of the major decisions that were made:

CONSENT AGENDA:

-The minutes of the July 12 City Commission meeting were approved with modifications.

-The City Commission requested additional information and evaluation regarding the proposed fee to cover costs related to permit and plan storage prior to a decision being made.

-Staff was directed to negotiate with the top two ranked firms regarding RFQ-17-2010, Continuing Professional Engineering Services for Water & Wastewater.

-The assignment of the property at 507/509 South Capen Avenue to Habitat for Humanity was approved.

-The Community Center construction management contract was approved.

ACTION ITEMS REQUIRING DISCUSSION:

-The tentative millage rate for the FY2011 budget was approved at the current millage of 4.0923.

-The Edward Byrne Memorial Justice Assistance Grant was approved.

-The City Commission approved for staff to begin negotiations with Concorde Eastridge for the redevelopment of the State Office Building.

PUBLIC HEARINGS:

-The first reading of the revised animal ordinance failed 4-1, however, under the New Business section of the agenda, it was requested for a revised animal ordinance to be brought back at the Monday, Aug. 9, City Commission meeting that reflects the following points that staff recommended:

  1. Staff recommends the ordinance prohibit animals from any streets adjacent to Central Park that are closed as part of a Central Park Special Event only (Winter Park Sidewalk Art Festival, Autumn Art Festival, Concours d'Elegance, etc.).
  2. Staff does not recommend restricting dogs from Mead Garden and Kraft Azalea Garden.

A new revised animal ordinance (reflecting the above points) will be heard at its first reading at the City Commission meeting scheduled for Monday, Aug. 9.

-Second reading of the ordinance requiring a Local Code of Ethics was approved.

-The first reading of the ordinance regarding the request of the City of Winter Park:

Amending Chapter 58 "Lake Development Code," Article VI, "Subdivision Regulations" to rename Article VI as the "Subdivision and Lot Consolidation Regulations"; adding new definitions to Section 58-371 "Definitions"; amending Section 58-377, "Conformance to the Comprehensive Plan" to incorporate policy direction from the Comprehensive Plan and adding a new Section 58-392 "Lot Consolidations" to establish requirements for the review and approval of lot consolidations was tabled.

A full copy of the July 26 City Commission minutes will be available on the city's official website at www.cityofwinterpark.org the week of Aug. 9 pending approval by the City Commission.

CITY COMMISSION WORK SESSION

Immediately following a City Commission executive session scheduled at noon, the City Commission will hold a work session on Monday, Aug. 2, until 2 p.m., to discuss commuter rail.

The public is invited to attend, however, no public comment will be taken.

AED DEVICE INSTALLED AT CADY WAY PARK

The city of Winter Park will dedicate a newly installed Automated External Defibrillator (AED) device at Cady Way Park on Friday, July 30, at 9:30 a.m., in memory of Bryan VanValkenburg, an avid softball player who passed away at the park nearly two years ago.

Since the early 2000s, the city has installed AED devices in most of its large, indoor, public gathering places such as the Winter Park Public Library, Rachel D. Murrah Civic Center, City Hall and Winter Park Farmers' Market. This new AED device at Cady Way Park will be the first device actually installed outdoors.

Shortly after Bryan's death, his family and friends began a campaign to raise funds to purchase an AED device specifically for Cady Way Park. The city's Parks & Recreation Department worked closely with the family and the Fire-Rescue Department was instrumental in placing them in touch with Cardiac Science, the city's primary provider of AED devices. As a result of a strong working relationship, Cardiac Science generously donated the AED device to the family, in support of this special cause.

The city has programmed for 911 to be notified immediately once the AED box has been opened so users can find comfort knowing that help is on the way. The American Red Cross estimates that 50,000 lives could be saved each year if AEDs were widely used.

Cady Way, a 66.44-acre park, is located at 2525 Cady Way and averages over 1,300 users per week. This AED device, located on the wall of the newly-built Cady Way restrooms, is now available and easily accessible to any park user who is properly trained in the event of a sudden emergency.

NATIONAL NIGHT OUT

Please join us on Tuesday, Aug. 3, from 6 p.m. to 8:30 p.m., for the 27th anniversary of National Night Out. This year, the Winter Park Police Department will host an "Open House" event at the Public Safety Building located at 500 N. Virginia Ave.

The national event sponsor, Target, will be on site along with a multitude of corporate and local businesses to present various items and ideas to aid in crime prevention. A shredding machine will be on site to destroy any personal documents you wish to bring in order to avoid becoming a victim of identity theft. We invite you to stop by and enjoy the displays presented by the police and fire departments and learn what you can do to "stand up against crime."
