Aug. 24 City Commission Highlights

Mayor’s Report

• The Winter Park Historical Association provided their annual update.

• A proclamation was presented to the NJW Cheese Company.

• The Lakes & Waterways Board appointment was approved.

Non-Action Items

• An update on marketing strategies for undergrounding overhead electric service wires was presented using a variety of tools such as postcards, door hangers, cards and a videos. An educational video has been created by Full Sail’s SPARK program and can be found on the city’s official website at cityofwinterpark.org.

Consent Agenda

• The minutes for Aug. 10, 2015 were approved.

• The various contracts were approved (for a complete list, please visit cityofwinterpark.org/ccpackets.)

• The HD Supply Waterworks proposed statement of work for the analysis, optimization and system maintenance of our advanced metering system, was approved.

• The Task Order 2015-01, Ravaudage Master Lift Station Project Definition Report, was approved.

Action Items Requiring Discussion

• The reimbursement for Ravaudage gravity sewer using portions of project sewer impact fees, was approved.

Public Hearings

• The second reading of the ordinance amending Chapter 22, to incorporate the Florida Building Code with certain administrative and technical amendments which include a fire sprinkler requirement as the Winter Park Building Code; designating applicable wind design criteria; and updating the property and building maintenance code with amendments, was approved.

• Fifth Third Bank’s Development Agreement was accepted.

• Winter Park Memorial Hospital’s request for Conditional Use approval, to renovate and expand the emergency services component of the hospital and to build a new five-story patient wing on the east side of the hospital located at 200 N. Lakemont Ave., was approved.

• Henderson Investments’ request for a subdivision or lot-split approval to divide the property at 500 N. Phelps Ave. zoned R-1A into two single family building lots was approved.

• The first reading of the ordinance amending Ordinance No. 1882, “Affordable Housing” to expand the program to include Workforce Housing, was approved.

• The allocation of the city-owned lot at 507 S. Capen Ave. for Habitat for Humanity was approved.

• The requests of Rollins College to amend Chapter 58 and for Conditional Use approval for outdoor recreational facilities on the property at 1111 W. Fairbanks Ave. were tabled until Monday, Sept. 28, 2015.

Aug. 31 City Commission Workshop

The City Commission will meet on Monday, Aug. 31, at 4 p.m. in City Commission Chambers located at 401 S. Park Ave., to discuss the Fiscal Year 2015-16 proposed budget. The public is invited to attend, however no public comment will be taken.

Workshop to discuss new library

ACi Architects will present the third of three workshops, on behalf of the city of Winter Park and the Winter Park Public Library. This final workshop is focused on Community Findings & Direction, and will be held on Thursday, Sept. 17, from 5:30 to 7:30 p.m. at the Rachel D. Murrah Civic Center, located at 1050 W. Morse Blvd.

Participants will review the results of the place-making and building appearance workshops, and view a 2-D conceptual site plan as well as 3-D conceptual building-site visualization that incorporates the community’s input. Attendees will be encouraged to give feedback to help adjust the concepts so they most accurately reflect the wants and needs of the Winter Park community.

Citizen budget comments

The proposed Fiscal Year 2015-2016 budget can be found at cityofwinterpark.org > Quick Info > Budget Documents. If you would like to share input on the budget, citizen comments are scheduled during upcoming City Commission meetings Monday, Sept. 14 and Monday, Sept. 28. Your input is valuable and welcomed.

City Hall closed

City Hall will be closed on Monday, Sept. 7, in observance of Labor Day. There will be no Waste Pro services on Labor Day as well. Household, yard and recycling services will resume on the next regularly scheduled pick up day.
