July 27 City Commission meeting highlights

Mayor’s Report

• Employee Coin Recipients Third Quarter 2015 were acknowledged.

Non-Action Items

• Decorative lighting for gateway collector streets information was provided.

Consent Agenda

• The minutes for July 13, 2015, were approved.

• The purchase order to Wesco Distribution for Inventory Replenishment of Pad Mount Transformers was approved.

Action Items Requiring Discussion

• Final recommendations of the Golf Course Strategic Task Force were presented.

• Construction of new electric warehouse and Fire Station 64 apparatus bay on Howell Branch Road was approved.

• A tentative millage rate of 4.0923 for Fiscal Year 2015 budget was approved.

• Staff recommendations for new library facility were approved.

• Commission members to serve on the City Attorney Selection Committee and the State Lobbyist Selection Committee were selected.

Public Hearings

• Second reading of the ordinance annexing 1566 W. Fairbanks Ave. was approved.

• Second reading of the ordinance amending Chapter 94, Taxation, to provide clarification on certain business tax categories, modify proration of partial year business tax certificates, clarify and update provisions; and provide enabling language to collect Orange County business tax receipts for Winter Park businesses, was approved.

• Request of Dr. Randall Loy for the property at 1500 S. Orlando Ave.:

— First reading of the ordinance amending the comprehensive plan to change the Future Land Use Designation of Institutional to Office and Professional Future Land Use was approved.

— First reading of the ordinance changing the zoning from Single Family (R-1A) District to Office (O-1) District was approved.

— Conditional Use Approval to redevelop the St. John’s Lutheran Church parking lot with a two-story, 15,000-square-foot medical office building will be addressed if the ordinances are adopted.

• First reading of the ordinance adopting Parking Garage Design Guidelines governing the construction of parking garages, providing for review of procedures, appeal procedures, and a resolution of interpretations regarding such guidelines was approved.

• Resolution – Adopting parking garage design guidelines to establish design standards for the construction of parking garages was approved.

• Fifth Third Bank Development Agreement – Applicant tabled to Aug. 10.

Mark your calendars for more ‘Community Talks’

The Vision Winter Park team is continuing to work with the community in setting the stage to guide the vision for the city’s future. For those that have not already submitted a survey online, the team is inviting you to join the 300-plus people in the conversation at the upcoming “Community Talk” dates on Thursdays, between 8 a.m. and 5:30 p.m. on July 30, Aug. 6,13, and 27.

Community Talks are held at the Rachel D. Murrah Civic Center located at 1050 W. Morse Blvd. These short, 30-minute, one-on-one talks are offered to help you navigate through the survey and allow the visioning team to talk with you about the overall process, find out how to reach others, and identify willingness to co-create the plan.

Join Commissioner Sarah Sprinkel

This year marks the 10th anniversary of CoffeeTalk where the community can talk one-on-one with city leaders. On Thursday, Aug. 13, citizens can join Commissioner Sarah Sprinkel at 8 a.m. at the Winter Park Welcome Center located at 151 W. Lyman Ave. Make plans to join Commissioner Sprinkel for a cup of conversation and great coffee provided by Barnie’s Coffee Kitchen®. For more information, please call 407-599-3428.

Be ready for hurricane season with emergency notifications

The city is using technology to its advantage to send out notifications such as extreme weather conditions, boil water alerts, power restoration status, and hurricane/tornado warnings that can impact your business, home or neighborhood. Now is the perfect time to be prepared for emergencies by signing up for the city’s emergency notification system, OUTREACH, powered by Code Red. In addition to outdoor warning sirens throughout Winter Park, OUTREACH will notify residents and business owners of impending emergencies via their home phones, cell phones, and/or email.

To sign up, please log on to the city’s official website at cityofwinterpark.org and locate the OUTREACH bullseye at the very bottom of the home page with our social media links. The city can then keep you informed immediately of any major emergency situation.

Art on the Green will return to Central Park

The city and the Public Art Advisory Board are pleased to announce the return of Art on the Green, a prestigious exhibition of large-scale sculptures displayed in the 11-acre Central Park in downtown Winter Park. Art on the Green 2015-2016 will feature the works of seven noted artists with ties to Florida. Seven sculptures will be on display from Sunday, Nov. 1, 2015, through Tuesday, March 1, 2016, concurrent with park hours. Visitors can begin their outdoor sculpture tour at the Central Park Rose Garden, located near the intersection of Park and New England avenues, or from anywhere within the park.

The seven artists are Lydia Azout, Maria Cristina Carbonell, Robert Chambers, Edouard Duval Carrie, Emmett Moore, Cristina Lei Rodriguez and Frances Trombly. Their sculptures, ranging in size, materials, and color, reflect the wide spectrum of approaches that artists are taking today as well as the vitality of artists with roots in Miami who are gaining both national and international recognition.
