July 13 City Commission meeting highlights

Mayor’s Report

• The 2015 Historic Preservation Awards were presented for the following:

— Excellence in Residential Renovation: Annie B. Johnston House (834 Antonette Ave.)

— Excellence in Commercial Renovation: The COOP (610 W. Morse Blvd.)

— Excellence in Adaptive Reuse: Kummer-Kilbourne House (121 Garfield Ave.)

— Lifetime Achievement: In Remembrance of John Spang

• The Winter Park Register of Historic Places plaques were presented to 434 Garfield Ave.; 1873 Glencoe Road; and 1200 Lakeview Drive.

• The Second Quarter 2015 Business Recognition Award was presented to Pookie’s Pet Nutrition & Bow Wow Bakery.

• The 2015 Government Finance Officers Association Distinguished Budget Presentation Award was presented to the Budget Division and Finance Department.

• The Keep Winter Park Beautiful & Sustainable Board reappointment was confirmed.

City Manager’s Report

• The proposed Fiscal Year 2015-2016 budget was presented and all related documents can be found by visiting cityofwinterpark.org > Quick Info > Budget Documents.

Consent Agenda

• The minutes for June 22, 2015, were approved.

• The purchase and blanket orders were approved (for a complete list, please visit cityofwinterpark.org/ccpackets).

• The budget amendment for the Building & Permitting Services Department for the purchase of a scanner was approved.

• The city manager was authorized to execute the annual funding agreement with MetroPlan Orlando for Fiscal Year 2016 in the amount of $2,366.

Action Items Requiring Discussion

• The potential of new library facility was discussed and staff was directed to prepare a tentative budget for the City Commission’s consideration.

• City attorney contract was discussed and an RFP will be issued for this service while the current city attorney will remain in place during the RFP process.

Public Hearings

• The second reading of the ordinance amending the Land Development Code to clarify language by removing the antiquated term “Servant” was approved.

• The resolution extending the term of existence of the Golf Course Strategic Plan Task Force was approved.

• The resolution designating 500 N. Interlachen Ave. as a historic landmark on the Winter Park Register of Historic Places was approved.

• The resolution designating 1565 Forest Ave. as a historic landmark on the Winter Park Register of Historic Places was approved.

• The request of Tower Acquisition Partners, LLC to amend the conditional use approval previously granted to the property at 170 S. Knowles Ave./170 E. Morse Blvd. in 2007, to allow for modifications to the multi-family project to now be composed of three units, three stories and 19,935 square feet of residential living area and garage, was approved.

• The first reading of the ordinance annexing 1566 W. Fairbanks Ave. was approved.

• Request of Icon Residential:

— The Conditional use approval to redevelop the 3.45 acres collectively referred to as 1800 Lee Road, including the tax parcels of 1746/1800/1802/1806/1810/1814/1818/1824/1828/1832 Lee Road for a 30-unit townhouse development (cluster housing) was approved with modifications.

• The Fifth Third Bank Development Agreement was tabled.

• The first reading of the ordinance amending Chapter 94, Taxation, to increase the business tax fees by 5 percent or less, provide clarification on certain business tax categories, modify proration of partial year business tax certificates and provide enabling language to collect Orange County business tax receipts for Winter Park businesses was approved without the fee increase.

The Vision Winter Park team is continuing to work with the community in setting the stage to guide the vision for the city’s future. For those that have not already submitted a survey online, the team is inviting you to join the 300-plus people in the conversation at the upcoming Community Talk dates on Thursdays, between 8 a.m. and 5:30 p.m.:

Community Talks are held at the Rachel D. Murrah Civic Center located at 1050 W. Morse Blvd. These short, 30-minute, one-on-one talks are offered to help you navigate through the survey and allow the visioning team to talk with you about the overall process, find out how to reach others, and identify willingness to co-create the plan.
