June 22 City Commission meeting highlights

Mayor’s Report

A proclamation declaring July as Parks & Recreation Month was presented.

The Historic Preservation Board appointments were approved.

Non-Action Items

The Library Facility Task Force report was presented and accepted.

The Financial Report – April 2015 was accepted.

Consent Agenda

The minutes for June 8, 2015, were approved.

The contracts and purchase (for a complete list, please visit cityofwinterpark.org/ccpackets) were approved.

Action Items Requiring Discussion

Commissioner Carolyn Cooper was appointed as the Florida League of Cities conference voting delegate.

The Citizens Century Collection Recognition Policy was approved with modification.

The real estate purchase and sale between Orange County School Board, City of Winter Park and UP Fieldgate US Investments was approved.

Public Hearings

The requests of the Winter Park Racquet Club, Inc. for the property at 2011 Via Tuscany resulted in the following:

Second reading of the ordinance to amend the “Comprehensive Plan” Future Land Use map to change from Single Family Residential to an Open Space and Recreation Future Land Use designation was approved.

Second reading of the ordinance to amend the official zoning map to change from Single Family District zoning to Parks & Recreation was approved.

Conditional use approval to amend the site plan layout for the Racquet Club to add the property at 2111 Via Tuscany, eliminate the north driveway and to make other site modifications was approved.

The request of Tower Acquisition Partners, LLC resulted in the following:

The request to amend the conditional use approval previously granted to the property at 170 S. Knowles Ave./170 E. Morse Blvd. in 2007, to allow for modifications to the multi-family project to now be composed of three units, three stories and 19,935 square feet of residential living area, and garage, was approved.

The Icon Residential agenda item regarding 1800 Lee Road was postponed at the request of the applicant.

The request of the City of Winter Park resulted in the following:

The first reading of the ordinance amending the Land Development Code to clarify language by removing the antiquated term “servant” was approved.

The resolution regarding the execution of the Quiet Zone Improvement Agreement with the Florida Department of Transportation was approved.

The request of Javier Omana and Chris Hite for the property at 426 W. Lyman Ave. was withdrawn by the applicant.

Request of Unicorp National Developments, Inc.:

The first reading of the ordinance adding a new Comprehensive Plan policy to the text of the Future Land Use Element within the U.S. Highway 17-92 corridor study area “J” to allow for a Floor Area Ratio of up to 60 percent, conditioned upon use for parking with both public and private parking benefit was approved.

The first reading of the ordinance amending Chapter 58 “Land Development Code,” Article III, “Zoning,” to change within Section 58-76 Commercial District, Subsection (E) Development Standards to allow for a Floor Area Ratio of up to 60 percent, conditioned upon use for parking with both public and private parking benefit, was approved.

Happy 20th Anniversary, Olde Fashioned 4th of July!

The city is celebrating the 20th Anniversary of its Olde Fashioned 4th of July Celebration Saturday, July 4, from 9 a.m. to 1 p.m., in Central Park. Mayor Steve Leary will lead a special presentation at 9:15 a.m. from the main stage. The special 20th Anniversary celebration will feature:

Live patriotic music performed by the Bach Festival Choir and Brass Ensemble joined by Central Florida Community Arts

Clydesdale horse-drawn wagon rides

Orlando Cloggers, Rockin’ Roadster Show

Annual bicycle parade at 9 a.m. (lineup begins at 8:30 a.m.) from City Hall to Central Park

Fun games and inflatables

Free hot dogs, watermelon and water, while supplies last.

Free admission to The Charles Hosmer Morse Museum of American Art from 9:30 a.m. to 4 p.m.

Free lemonade and admission to the Winter Park History Museum from 9 a.m. to 4 p.m.

Free Bike Valet service from 8:30 a.m. to 1 p.m., behind the Central Park main stage near Garfield Avenue.

Join Commissioner Greg Seidel at CoffeeTalk

This year marks the 10th Anniversary of CoffeeTalk where the community can talk one-on-one with city leaders. On Thursday, July 9, citizens can join Commissioner Greg Seidel in his very first CoffeeTalk at 8 a.m. at the Winter Park Welcome Center located at 151 W. Lyman Ave.

CoffeeTalk was developed in 2005 to give citizens the opportunity meet in a more casual, informal environment and avoid the “stage fright” that is often experienced at large meetings. If you have “a latte beans to grind” or simply want to “espresso your thoughts” CoffeeTalk is the perfect cup for you.

City Named “Playful City USA”

On June 17, 2015, KaBOOM!, in partnership with the Humana Foundation, announced that for the fifth time, Winter Park is a “2015 Playful City USA” honoree. Along with 241 additional cities across the United States, these communities are leaders in playability, which is when a city makes it easy for kids to find balanced and active play. Active play opportunities are increasing the appeal of communities to residents, and attracting and retaining families.

The KaBOOM! Playful City USA program, sponsored by the Humana Foundation, honors cities, towns and communities across America that are taking bold steps to ensure that all children, especially the 16 million American kids living in poverty, have easy access to balanced and active play in their communities. Cities being recognized like Winter Park span every region of the country, and include Washington, D.C.; Chicago; Nashville, Tennessee; Austin, Texas; Providence, Rhode Island; San Francisco and New York.

KaBOOM!, the national non-profit organization dedicated to saving play, created Playful City USA in 2007 to help local governments address the play deficit. It is through mayors, city council members, parks and recreation departments, school districts, and community leaders that the program succeeds in benefitting children.
