Winter Park man arrested for masturbating in public, police say

A Winter Park man was arrested Saturday, March 16, after Oviedo police said he masturbated in front of minors inside a bathroom in the Oviedo Mall. 

Jose Roberto Hernandez Ruelas, 34, is charged with lewd and lascivious behavior with a victim less than 16 years old.

According to the police report, a group of boys were using the men's restroom when they encountered a man with his genitals exposed. The man was attempting to make eye contact with the group, according to one of the boys.
