Public Hearings

a. Approved: The second reading of the ordinance amending the adopted budget and accompanying the Five Year Capital Improvement Plan for FY 2015-2016.

b. Approved: The second reading of the ordinance repealing and replacing Chapter 82, Solid Waste, Article I, in General and Article II, Municipal Collection and Disposal Service.

c. Approved: The second reading of the ordinance proposing an amendment to the City Charter eliminating Primary elections for candidates for City Commission and Mayor, and providing for run-off elections; submitting proposed Charter amendment to a vote by the electors of Winter Park via referendum at the General City Election to be held Tuesday, March 14, 2017; providing for amendment of Chapter 42 of the City Code regarding city elections if the Charter amendment was adopted.

d. Request of the Westminster Winter Park Towers:

• Approved: Conditional use approval to build a new Lifelong Learning Center Building addition of 16,650 square feet at 1111 S. Lakemont Ave. zoned R-4, and providing for an amendment of the existing development agreement.

e. Request of Z Properties Group:

• Tabled: Subdivision or lot split approval to divide the property at 200 Oakwood Way into two single family building lots.

f. Request of NPI WP Real Estate Holdings LLC:

• Approved: Subdivision approval to divide the property at 1693 Lee Road, zoned Office (O-1), into two office building lots and to establish building setbacks so that the site can be further developed with a second 9,900-square-foot office building in addition to the existing 9,560-square-foot medical office in order to allow fee simple ownership of the two office building pads and common ownership of parking, drives, and other infrastructure.

g. Request of the city of Winter Park:

• Approved: The first reading of the ordinance to amend the "Comprehensive Plan” Future Land Use Map from an Institutional Future Land Use designation to a Low Density Residential Future Land Use designation on the vacant “Blake Yard” property at 301 W. Comstock Ave.

• Approved: The first reading of the ordinance to amend the Official Zoning Map from Public, Quasi-Public (PQP) District zoning to Low Density Residential District zoning on the vacant “Blake Yard” property at 301 W. Comstock Ave.

h. Request of W F G Ltd.:

• Approved: The first reading of the ordinance to amend the "Comprehensive Plan” Future Land Use Map to change from Low Density Residential to Commercial Future Land Use Designation on the vacant property fronting on Symonds Avenue (Former 620/630 Symonds).
• Approved: The first reading of the ordinance to amend the official zoning map to change from Low Density Residential District zoning to Commercial District zoning on the vacant property fronting on Symonds Avenue (Former 620/630 Symonds).
• Approved: Conditional Use Approval to construct a three-story building of approximately 70,000 square feet in size to include a proposed hotel of approximately 120 rooms, a 4,000-square-foot restaurant, 4,900 square feet of meeting space, a swimming pool amenity, and landscaped gardens utilizing the existing three-level parking garage and providing for certain exceptions, and the approval of a Developers Agreement, if required.

Skate off the Thanksgiving calories!

Work off those extra holiday calories between now and Sunday, Jan. 8, at “Winter in the Park,” the city’s annual holiday ice-skating rink, presented by the Community Redevelopment Agency. The rink is located in Central Park West Meadow at 150 N. New York Ave., on the corner of New York Avenue and Morse Boulevard.

Snow angels are invited to skate all day for only $12 per skater (skate rental included). For a blizzard of 20 or more people, cool group discounts are available. City to host comprehensive plan CoffeeTalk

Since July, the city has held over 30 public meetings soliciting input from city boards, residents, and interested community members to review and provide feedback on the elements of the adopted 2009 Comprehensive Plan. At the City Commission’s request, the city will be hosting an additional meeting, a Comprehensive Plan CoffeeTalk, Monday, Dec. 5, from 8 to 10 a.m., at the Winter Park Welcome Center located at 151 W. Lyman Ave.

CoffeeTalks are traditionally informal meetings for the public to attend and speak to city leaders in a casual setting to “espresso their thoughts.” This specific CoffeeTalk will be a similar format, however, will focus on questions related to the Comprehensive Plan exclusively. City staff will begin the CoffeeTalk with a brief presentation and the remaining time will be open for questions and answers.

On Monday, Dec. 12, the City Commission is scheduled to hold the first reading of the proposed Comprehensive Plan with the goal to approve the transmittal of the plan to the Florida Department of Economic Opportunity (DEO) that evening. If approved, city staff will transmit the plan to DEO Thursday, Dec. 22, with an expected response back no later than Monday, March 6, 2017.

City staff has tentatively scheduled the second reading of the Comprehensive Plan for the City Commission to consider adoption in April 2017.
