Five items to watch at Ocoee City Commission

OCOEE  The May 3 Ocoee City Commission meeting is scheduled to feature a lengthy consent agenda and a few other items. Here are five items to watch for when the meeting begins at 7:15 p.m.

1. Approval of Maine Street Extension Design with Brindley Pieters & Associates

City officials see this as helping to provide an alternative to the heavy traffic on West Colonial Drive at peak hours. The extension would be from Bluford Avenue to Maguire Road. Brindley Pieters & Associates have completed the survey for this project in a separate contract. Utilities annual water main program capital items and Marshall Farms Road resurfacing will fund the $68,520.83 needed to move forward in this project, although the resurfacing is deferred until FDOT completes its State Road 50 expansion in Ocoee.

2. Approval of Bluford Avenue Phase 2 Design with Brindley Pieters & Associates

Work on Phase 1 of this storm water and utility project is in progress, from Columbus Street to Delaware Street. Phase 2, under the Capital Improvement Plan, would entail work north from Delaware Street to McKey Street. Utilities personnel also are working on a design for their West Sanitary Transmission Project, which would extend the Bluford Avenue sewer force main north to Silver Star Road from Delaware Avenue.

Surface improvements will include concepts from the city's downtown redevelopment project with GAI Consultants. Stormwater Capital Improvements funding of $126,121.03 already was set aside for Phase 2 design, with Public Works requesting Phase 2 extend north from McKey Street to Silver Star Road.

3. Approval of City-Wide Curb and Gutter Improvements with Barricuda Building Corporation

The Public Works Stormwater Division found seven places in Ocoee where curbs and gutters have failed to drain water sufficiently, the areas of: 300 Phyllis St., 306 Robyns Glenn Road, 602 Spring Lake Circle, 813 Grovesmere Loop, 1221 Russell Drive, 1408 Vickers Lake Drive and 1829 Rushden Drive. Barricuda Building Corp. was the lowest bidder for repairs at $47,975.50.

4. Approval of Illuminated Street Sign Panel Retrofit Phase 2 with Control Specialists

Within the present Public Works Streets Division budget are upgraded illuminated street signs with the new Ocoee logo at signalized intersections. Previous upgrades were on Old Winter Garden Road; Phase 2 involves the entire 50 West corridor: Clarke Road at A.D. Mims, Silver Star and White roads; Ocoee Hills Road at Silver Star Road; West Road at State Road 429 and Ocoee-Apopka Road; and Maguire Road at Tomyn Boulevard, Wesmere Parkway and Roberson Road. Work will occur in tandem with monthly signal inspections at a cost saving deemed by city staff. Control Specialists would receive $25,000 already designated in Capital Improvements and $2,590 from Traffic Signal Maintenance Operations budgeting.

5. Dissolving Arden Park Community Development District

There will be just a first reading of this request from district officials with Standard Pacific to dissolve their district -- with the public hearing planned for the May 17 meeting. Such a district has a purpose of delivering urban community development services, but developers now wish to develop without a district. This means Standard Pacific would reassume responsibility from district counsel, manager and engineers for their respective duties.
