Maitland Fire Rescue and other city staff remember Sept. 11, 2001

The president of the United States proclaimed Sept. 11, 2012, as Patriot Day and National Day of Service and Remembrance. As such, flags were ordered to fly at half-staff in honor of the individuals that lost their lives on Sept. 11, 2001. In addition, communities were encouraged to honor this day with activities, including remembrance services and observation of a moment of silence beginning at 8:46 a.m. EST to honor the innocent victims who perished. The Maitland Fire/Rescue Department held a brief ceremony at the Fire Department flagpole at the new fire station. In the foreground, visible from the flagpole, is the piece of 911 steel that is displayed on a protected pedestal and a special artist rendering of a faceless firefighter with the number “343” on the helmet signifying the number of firefighters lost on this tragic day. Pastor Scott Harris from Asbury Methodist Church led the group in a brief prayer followed by a moment of silence.

City Council Meeting of Sept. 10

The Maitland City Council met on Sept. 10 at 6:30 p.m. in the City Hall Council Chambers. Below is a synopsis of that meeting.

Special Presentation:

Orange County Property Appraiser, Bill Donegan, presented a PowerPoint presentation that provided information on the five amendments pertaining to property tax reform that will be on the November General Election ballot.

Public Hearing:

Adopted the proposed operating millage for the 2012 tax year as 3.9300; the proposed voted debt millage rate for the 2012 tax year as 0.5000; and, the tentative budget for the General Fund in the amount of $21,035,686. The final Resolution to Adopt will be on Sept. 24.

Consent:

• Authorized, as cash flow permits, the upfront total payment of the city's required annual contribution to the Maitland Police Officers and Firefighters Pension Trust Fund for Fiscal Year 13 and beyond to facilitate ongoing cost savings to the city.

• Approved Change Order Summary CH 2012-9 to the City Hall contract with Wharton-Smith, adjusting the contract from $3,313,212.84 to $3,317,555.41.

Decisions:

• Introduced an ordinance to approve the Fiscal Year 2013-2017 Capital Improvements Program (including revised Table 1) to replace Table 1 within the CIE to recognize the annual update of the five-year CIP, as well as modifications to the CIE; and to recognize the annual update of the Orange County Public Schools 10-Year Capital Outlay Plan. The Public Hearing to consider adoption of the ordinance will be held on Sept. 24.

• Approved the amendment to adopt a resolution and 13th Amendment to the Joint Planning Area Agreement (JPA), between Orange County and the city of Maitland. The purpose of the JPA is to plan for and to accommodate periodic annexation of property on the edges of the city.

• Approved a Partial Assignment of Development Entitlements to Uptown Maitland Partners, Ltd. (Atlantic Housing Partners) from Uptown Maitland LLC as provided for in Section 15, “Covenants and Term,” of the approved Developer’s Agreement between the city of Maitland and Uptown Maitland, LLC, contingent upon final closing and sale of Lot 1 to Uptown Maitland Partners, Ltd.

• Approve a Declaration of Restrictions between Uptown Maitland, LLC, and the city of Maitland, contingent upon (1) sale of Lot 1 to Uptown Maitland Partners, Ltd., and (2) approval of the site plan for Lot 1 by DRC.

• Approved the First Amendment to the Maitland Art & History Association Lease Agreement.
