Oct. 24 City Commission meeting highlights

Mayor’s Report

• Orlando Philharmonic Orchestra Executive Director Christopher Barton was introduced to the Commission and provided words of appreciation.

• Saturday, Nov. 5 through Saturday, Nov. 12, was proclaimed “The Week of the Family”

Consent Agenda

• The minutes for Oct. 10, 2016, were approved.

• The purchases and contracts were approved (for a complete listing visit cityofwinterpark.org/ccpackets)

• The request to cancel the Monday, Dec. 26, City Commission meeting due to the holiday was approved.

Action Items Requiring Discussion

• The City Manager’s evaluation was approved.

Public Hearings

• The request of UP Fieldgate US Investments – Winter Park LLC to amend conditional use and development agreement for Whole Foods project at 1000/1040 N. Orlando Ave., 1160 Galloway Drive and 967 Cherokee Ave., providing for the addition of the development properties at 900/950 N. Orlando Ave., was approved.

• The request of Knight Ira, LLC for a subdivision or lot split approval to divide the property at 1751 Taylor Ave. into two, single-family building lots was approved.

• The request of JT Palm Holdings LLC (Cask & Larder) resulted in the following:

— The first reading of the ordinance amending the “Comprehensive Plan” Future Land Use Map to change from a Single Family Density Residential Future Land Use Designation to a Parking Lot Future Land Use Designation on the vacant property at 520 S. Pennsylvania Ave., was approved.

— The first reading of the ordinance amending the Official Zoning Map to change from Single Family Residential (R-1A) District zoning to Parking Lot (PL) District zoning on the property at 520 S. Pennsylvania Ave. was approved.

• The appeal by Martha Bryant-Hall was granted, and her home at 331 W. Lyman Ave. was approved to be considered as a historic resource on the Winter Park Register of Historic Places.

New Waste Pro cart deliveries

City residents have begun receiving their new Waste Pro solid waste and recycle carts. By default, residents were scheduled to receive a standard 96-gallon solid waste cart and a 64-gallon recycle cart, with the exception of those who specifically requested a larger 96-gallon recycle cart.

Due to a manufacturing error, all residents were delivered a 96-gallon recycle cart and now have two options:

  1. Keep the upgraded 96-gallon cart to take advantage of the additional recycling opportunities.

  2. Request a smaller 64-gallon recycle cart by:

a. visiting the city’s website at cityofwinterpark.org and selecting the Waste Pro button. Then click “Requests” > input your information > check the “Exchange 96 Gal Recycle Cart for 64 Gal” box.

b. calling Waste Pro Customer Service at 407-774-0800.

The replacement of your recycle cart can take up to 3-4 weeks. Thank you for your patience and understanding.

Showalter Field ribbon-cutting ceremony

Mayor Steve Leary, city commissioners and staff, Rollins College President Grant Cornwell, Winter Park Pride President Sid Cash, Winter Park High School Foundation Chair Vince Fury and Orange County School Board Member Joie Cadle will speak at the ribbon-cutting ceremony Friday, Oct. 28, at 5 p.m. to celebrate the completion of renovations at Showalter Field located at 2525 Cady Way.

As part of a ribbon-cutting ceremony, a moment of silence will be held in remembrance of WPHS student Roger Trindade who died on Oct. 18.

The public is invited to attend the ribbon-cutting ceremony to honor Roger and officially reopen Showalter Field after its renovation, which includes a new multisport artificial playing surface and state-of-the-art digital video scoreboard. After the ribbon-cutting ceremony, the Winter Park Wildcats will take on the Spruce Creek Hawks with a homecoming game kickoff at 7 p.m.

The new lease agreement between the city and Orange County Public Schools shifted maintenance responsibilities from OCPS to the city. This allowed the city to lease the field to OCPS and additional tenants to create lease revenue. Recent improvements were made possible by funding partners including the city of Winter Park, Rollins College, WPHS Foundation, and Orange County Public Schools.

CoffeeTalk with City Manager Randy Knight

I will be hosting my CoffeeTalk Thursday, Nov. 3, at 8 a.m., at the Winter Park Welcome Center located at 151 W. Lyman Ave. Now in its 11th season, CoffeeTalk has become the place for citizens that have “a latte beans to grind” or simply to “espresso their thoughts.” The purpose of CoffeeTalk is to give citizens the opportunity to talk to their city leaders in a more casual, informal environment, and avoid the stage fright that is often experienced at large meetings. Please make plans to join me for a cup of conversation and great coffee provided by Barnie’s CoffeeKitchen.
