Winter Park City Talk



There was a City Commission meeting held on April 25 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of decisions made:


  • The minutes of April 11 were approved with a modification.

  • The various purchases and contracts were approved (for a complete list of purchases and contracts, please access the Commission Agenda Packet at > Government > City Commission > Agenda Packets).


  • The city of Winter Park Fallen Hero’s Memorial was approved to be placed at the city’s Public Safety Facility.

  • The White “A” sculpture was approved for display on Morse Boulevard adjacent to the Winter Park Scenic Boat Tour entrance for a 10-year period.

  • The Administrative Policy was approved with an amendment.

  • The Purchasing Policy was approved with amendments.

  • The Debt Policy was approved with amendments.

  • The contract with Trane U.S. Inc. was approved.

  • Commissioner Carolyn Cooper was approved as the City of Winter Park representative to the Tri-County League of Cities.

  • The amendment of the Holler - Orlando RV Vehicle Sales Agreement was approved.

  • The additional architectural plans for the West Fairbanks vision were approved.

  • The hours of sale and consumption of alcoholic beverages was discussed and it was decided for the city’s Planning Department to work with the citizens and other interested parties to make some recommendations to the City Commission in effort to establish consensus and consistency in the various times for alcohol consumption and sales.

  • Community Conversations were approved.

  • The agreement with Kulture LLC was approved to assist with the upcoming PERC election.


  • The second reading of the ordinance for a moratorium regulating pain management clinics was approved.

  • The first reading of the ordinance authorizing the refunding of the General Obligation Bonds, Series 2001, was approved.

  • The first reading of the ordinance to revise the conditional use section of the zoning code to better outline the submittal requirements for preliminary and final conditional use applications was tabled.

  • Conditional-use request for a second story addition onto the existing building at 200 N. Park Ave. zoned C-2 (Quasi-Judicial Hearing) was approved.

  • The resolution to support SunRail was adopted.

  • First reading of the ordinance regarding advisory board membership and roles was tabled.

Over 1,200 patrons dined on Park Avenue at the City of Winter Park’s 10th annual Dinner on the Avenue on April 16. Laura Diaz of WKMG Local 6 and Henry Maldonado of Enzian Theater served as celebrity judges to help decide winners in the categories of most colorful, most elegant, most original, best TV/movie-themed and honorable mentions. This fun-filled dining experience has become one of the most exciting traditions in Winter Park. Diners showcase their creative talents with unique themes and celebrate into the night under the stars.

Patrons were also encouraged to donate canned food items for the “Dinner Drive” in support of Second Harvest Food Bank. Thank you to everyone who participated in the drive to help those in need.

In celebration of National Arbor Day, the City of Winter Park’s Forestry Division will host a tree-planting ceremony and tree giveaway on Friday, April 29, beginning at 9 a.m., at Central Park’s main stage. The tree-planting ceremony will begin at 12:30 p.m. in Central Park, directly across from the train depot near Morse Boulevard. The Forestry Division will plant a 25-foot tall laurel oak using the city’s 18-ton tree crane. Funding for the tree giveaway and tree planting has been provided by the city’s Tree Replacement Trust Fund.

In keeping with the City of Winter Park’s commitment to maintain a lush tree canopy throughout its neighborhoods, a variety of three-gallon containerized oak, magnolia, red bud, red cedar and red maple trees, and educational materials will be given away to Winter Park residents from 9 a.m. to 2 p.m., or while supplies last. Trees leftover from the event will be available to residents by contacting the Forestry Division at 407-599-3325.

In addition to the tree giveaways and live tree planting demonstration, the Forestry Division will perform tree climbing and aerial truck demonstrations. Event patrons will be offered the opportunity to ascend a tree with ropes and rigging or go for a ride in a 50-feet aerial truck (some restrictions will apply).

Winter Park’s tree planting tradition dates back to the late 1800s when town fathers and their families would gather once a year for the purpose of planting trees. The continuation of this tradition has resulted in the city of Winter Park receiving 31 Tree City USA Awards, 21 Growth Awards, and the Sterling Award from the National Arbor Day Foundation for demonstrating Winter Park’s commitment to its urban forest. The City of Winter Park’s Forestry Division works tirelessly to assure the city’s trademark, its tree canopied streets and parks, remain a special feature of Winter Park’s neighborhoods and public spaces.

It’s that time of year again! Now is the time for spring cleaning and the City of Winter Park encourages residents to participate in the city’s annual Spring Cleanup which will be held during the month of May, according to the four city quadrants located on the city’s Web site.

The annual Spring Cleanup provides an extra “bonus” pickup day so that residents can dispose of old furniture, broken appliances and other bulky items. To take advantage of this convenient service, residents must place their items curbside after 5 p.m. on the evening prior to the pickup day assigned to their quadrant.
