FEB. 14 COMMISSION MEETING HIGHLIGHTS

There was a City Commission meeting held at 3:30 p.m. on Monday, Feb. 14, in City Hall Commission Chambers. Below are a few highlights of decisions made:

CONSENT AGENDA:

The minutes for the 1/24/11 meeting were approved with exception to two sections that will be coming back to the Commission for approval at the next meeting.

The incentives to existing and new utility billing customers for utilizing green billing and collection practices were approved.

The electronic scanning fee of $1 per page for large building plans for building permit applicants for electronic file storage was approved.

The award for Contract Management Software to Florida Business Technologies dba Informa Software was approved.

Various purchases and contracts were approved (for a complete list of purchases and contracts, access the Commission Agenda Packet at www.cityofwinterpark.org > Government > City Commission > Agenda Packets).

ACTION ITEMS REQUIRING DISCUSSION:

The settlement agreement with New England Partners, LLC, was approved with amendments.

The electric bond funded capital projects was approved with a modification.

Staff’s recommendation regarding the design and construction process for the golf course Starter’s House (pro shop) was approved.

The recommendation on the re-amortization of funding in police and fire pension plans was approved.

The offer of a sculpture White “A” by a Winter Park resident, Micheline Kramer, to the city for a 10-year period on Morse Boulevard was tabled.

The Targeted Industry Enhancement Program was approved with a modification to focus on job creation.

Commissioner Carolyn Cooper and City Manager Randy Knight were approved to investigate/explore options with the United States Postal Service for possible future acquisition of the New York Avenue property.

PUBLIC HEARINGS:

The second reading of the ordinance to vacate the city utility easement at 1211 College Point was approved.

The resolution calling for a public hearing to discuss undergrounding of electric/CATV facilities to be paid in part by special assessments levied against properties abutting North Phelps Avenue and Bryan Avenue was approved.

The resolution subordinating easements to Florida Department of Transportation to accommodate widening initiative for Interstate 4 - Parcels 469.7R, 467.22 and 466.4 was approved.

The resolution asking the state to allow local regulation of smoking and the possession of tobacco products in municipal and county parks and recreation areas was approved.

The resolution adopting Leadership in Energy and Environmental Design and Florida Green Building Coalition Standards was approved.

STORMWATER PROJECT

Construction of a stormwater treatment system that will improve water quality in Lake Mizell began this week and is expected to be completed by Tuesday, April 12, barring inclement weather or unforeseen events.

In order to facilitate and expedite construction and provide the safest construction zone for vehicle and pedestrian traffic, the intersection of Genius Drive and Mizell Avenue will be closed throughout the duration of the project beginning Monday, Feb. 21. Detours will be set up to minimize traffic impacts and discourage cut-through from Aloma Avenue. To accomplish this, “Closed to Through Traffic” barriers will be set up on Cortland Avenue and Sylvan Boulevard at Aloma Avenue. Only local residents will be allowed access to their neighborhood during the construction period.

Every effort will be made to keep inconvenience to a minimum. All driveway accesses will be maintained as well as collections of trash/garbage, recyclables, and lawn waste. Please place at curb as usual.
