CONSENT AGENDA:

Approve the minutes of Oct. 11, 2010.

Approve the adjustment to the Refuse Service Fees in the Fee Schedule to reflect the application of the Consumer Price Index (CPI) adjustment to the rates in effect in September 2010.

Cancel the Monday, Dec. 27, City Commission meeting due to the holidays.

Authorize staff to use a quote system outside the standard purchasing practice to allow for obtaining the most competitive price on fuel purchases. Authorize the Mayor to execute the standard piggyback agreement with Mansfield Oil Company through the Orange County, Florida fuel contract Y8-1011A for fiscal year 2011. Authorize issuance of corresponding purchase orders that will be reported to the City Commission after issuance in order that the city may obtain the best available commodity price in real time.

PUBLIC HEARINGS:

Second reading of the ordinance authorizing the City Manager to sign certain contracts.

Request of W F G, Ltd., for conditional use approval to permit the construction of a three-story, 36,360-square-foot, mixed-use commercial, office and residential building on the vacant southwest corner of North Pennsylvania and Symonds avenues, to be addressed as 171 N. Pennsylvania Ave. but now part of the existing property on the tax rolls at 655 W. Morse Blvd. (P&Z voted 5-0 for denial.) Request to table until Monday, Jan. 24.

First reading of the ordinance regarding red light cameras.

Amend the Central Business District/Park Avenue and Morse Boulevard design guidelines.

First reading of the ordinance to adopt regulations for signs in office districts on four-lane roads and for signs along Interstate 4.

First reading of the ordinance regarding lakefront setback code amendment.

POLICE DEPARTMENT RECEIVES GRANT TO ENHANCE “REALISM IN TRAINING” PROGRAM

The Winter Park Police Department (WPPD) recently received an Edward Byrne Memorial Justice Assistance Grant in the amount of $10,917 to enhance the department’s “Realism in Training” Program. The grant funding will be used to purchase firearm conversion kits, munitions and personal protective gear for officers.

The primary objective of this grant is to enhance realism to the officer’s training environment. With the acquisition of this equipment, training coordinators will be able to implement realistic scenarios designed to place officers in deadly-force situations close to those experienced in the officer’s normal course of duty. The equipment will provide officers the ability to utilize their assigned firearm against a training officer who is playing the role of an aggressor in real-life situational scenarios.

Advances in technology have brought tactical law enforcement training to new levels and increased the constant need for state-of-the-art training and equipment. WPPD will continue to seek out all available grant-funding opportunities to purchase equipment and provide training during these challenging budget times. Providing the highest level of law enforcement services and ensuring the safety of Winter Park citizens and visitors remains the department’s number one goal.

YMCA TO PRESENT WINTER PARK’S FAMILY FALL FESTIVAL

The YMCA will host the 7th annual Family Fall Festival on Saturday, Oct. 30 from 11 a.m. to 2 p.m., at Cady Way Pool located at 2525 Cady Way. Commissioner Bill Segal will be on hand to officially kick-off the event and Orange County’s “Week of the Family”.

The City of Winter Park has proudly sponsored the Family Fall Festival for six consecutive years, and now the YMCA will carry on the tradition and host this fun-filled event for the community. The festival will be filled with YMCA healthy-living and child-development activities for the entire family to enjoy including old-fashioned hay rides, a pumpkin patch, inflatable bounce houses at Brookshire Elementary, kids art projects, balloon animals, food and chips provided by the Kiwanis Club, reptile petting zoo by Zoo Mom Science, YMCA swimming pool safety tips, and Orange County Commissioner Segal is presenting the 2010 Paula Hawkins Award. Special thanks to the two YMCA’s in Winter Park for making the event possible this year.
