OCT 11 CITY COMMISSION MEETING TOPICS OF INTEREST
The City Commission met on Oct. 11 at 3:30 p.m. in City Hall Commission Chambers. Below are a few highlights of the major decisions that were made.
MAYOR’S REPORT:
Delsia Margraf, Utility Billing Manager and Earl Hoffman, Meter Services Manager, were recognized and honored as the city’s Employees of the Quarter.
The city’s newest Webisode, produced in partnership with Full Sail University’s SPARK program was presented to the City Commission and can be viewed on the homepage of the city’s website by clicking the Webisode button.
The month of November was proclaimed the Florida Blood Centers “Be a Hero Month.”
The appointment for the Metroplan Community Citizen’s Advisory Board was approved.
CONSENT AGENDA:
ACTION ITEMS REQUIRING DISCUSSION:
The purchase of the vacant lot at 2225 Howard Drive for the development of a stormwater improvement area was approved.
The proposed entry fee policy for the Fleet Peeples Park off-leash dog area was approved.
The street closure fees within the Central Business District were discussed and staff was directed to create a policy regarding closing streets within the CBD.
Discussion was held regarding proposed charter amendments concerning election cycles, and language will be drafted to reflect the proposed changes.
PUBLIC HEARINGS :
Second reading of the ordinance amending the Comprehensive Plan Capital Improvements Element to adopt the FY2011-FY2015 Capital Improvements Plan was approved.
Second reading of the ordinance regarding water and sewer impact fees was approved.
Second reading of the ordinance amending the Comprehensive Plan Future Land Use Element to amend policies involving densities, building heights. and mix of uses within the Central Business District and Medium Density Residential Future Land Use categories; amend policies concerning the prohibitions on subdivisions and certain Future Land Use Map changes and to clarify certain other policy provisions and definitions was approved.
The first reading of the ordinance to amend the Central Business District/Park Avenue and Morse Boulevard design guidelines and adopt regulations for signs in office districts on four lane roads and for signs along Interstate-4 was tabled.
The first reading of the ordinance regarding the lakefront setback code amendment was tabled.
The first reading of the ordinance authorizing the city manager to sign certain contracts was approved with a modification.
The first reading of the ordinance allowing the city manager to grant a waiver permitting dogs in city parks and other city-owned facilities where dogs would otherwise be prohibited; and specifying the conditions under which the city manager may grant a permit to consume or possess alcoholic beverages in city parks and other city-owned facilities was not approved.
The resolution subordinating utility easements to Florida Department of Transportation to accommodate widening initiative for I-4 - Parcel 475.2R was approved.

YMCA TO PRESENT WINTER PARK’S FAMILY FALL FESTIVAL
The YMCA will host the 7th annual Family Fall Festival on Saturday, Oct. 30 from 11 a.m. to 2 p.m. at Cady Way Pool, 2525 Cady Way. Commissioner Bill Segal will be on hand to officially kick-off the event and Orange County’s Week of the Family.
The City of Winter Park has proudly sponsored the Family Fall Festival for six consecutive years and now the YMCA will carry on the tradition and host this fun-filled event for the community. The festival will be filled with YMCA healthy-living and child-development activities for the entire family to enjoy including old-fashioned hay rides, a pumpkin patch, inflatable bounce houses at Brookshire Elementary, kids art projects, balloon animals, Kiwanis Club is providing food and chips, reptile petting zoo by Zoo Mom Science, YMCA swimming pool safety tips, and Orange County Commissioner Segal is presenting the 2010 Paula Hawkins Award. Special thanks to the two YMCA’s in Winter Park for making the event possible this year.

FIRE-RESCUE DEPARTMENT RECEIVED GRANT FOR FIRE-PREVENTION EQUIPMENT
The Winter Park Fire-Rescue Department, Fire Chief Jim White received a check in the amount of $5,259 from Winter Park-based insurance agency Cooper, Simms, Nelson & Mosley and the Fireman’s Fund Insurance Company on Oct. 13.
This grant funding will be used to obtain tablet-style computers that will allow Fire Inspectors to complete a more efficient and effective fire inspection report in the field.
One of the most effective ways of preventing fires in commercial and multi-family residential occupancies is through a consistent fire-prevention and enforcement program.
The grant package is part of a nationwide philanthropic program funded by Fireman’s Fund Insurance Company to provide needed equipment, training and educational tools to local fire departments. Since 2004, Fireman’s Fund has issued grants totaling more than $26 million to over 1,500 different departments.
