Sept. 28 City Commission meeting highlights

Mayor’s Report

• Fire Chief Jim White was presented the Ronny Jack Coleman Leadership Legacy Award.

• A proclamation was presented honoring the retirement of Electric Utility Director Jerry Warren.

Non-Action Items

• The updates to the Parks Master Plan were presented.

Consent Agenda

• The minutes for Sept. 14, 2015, were approved.

• The various contracts and formal solicitations were approved (for a complete list, please visit cityofwinterpark.org/ccpackets).

• The budget amendment for the Public Works and Building & Permitting Services departments for the Cady Way Cycle Track improvements and the building Interactive Voice Response software was approved.

• The city manager was approved to sign purchase orders for payment of HIDTA personnel and operations.

• The mayor was approved to execute the Florida Power & Light Company Native Load Firm and System Firm Partial Requirements Power and Energy Transaction Confirmation.

• The mayor was authorized to sign a lease agreement between the city and the Winter Park Benefit Shop.

• The Watermain Construction Agreement – cost-sharing agreement between the city and UP Fieldgate US Investments – Winter Park, LLC was approved.

Action Items Requiring Discussion

• City attorney contract was approved.

Public Hearings

• Request of Ferna Bernstein for the annexed property at 1566 W. Fairbanks Ave.:

— The second reading of the ordinance amending the Comprehensive Plan Future Land Use Map to establish a Commercial Future Land Use Designation was approved.

— The second reading of the ordinance amending the official zoning map to establish Commercial District zoning was approved.

• Subdivision or lot split approval to divide the vacant property at 1004 N. Pennsylvania Ave. into four, single-family building lots was approved with amendments.

• Request of Phil Kean Designs Inc. for the property at 652 W. Morse Blvd.:

— The first reading of the ordinance to change the Future Land Use Map Designation of Commercial to Central Business District was approved.

— The first reading of the ordinance to change the existing zoning designation of Office District to Commercial District was approved.

— The Conditional Use to redevelop the property into 11 residential units that are two- and three-story in height with a total project size of 40,566 square feet was approved.

• Request of Sydgan Corporation:

— The first reading of the ordinance vacating and abandoning the 5-foot utility easement located on Block “G” of the Home Acres Subdivision and the 1999 Florida Power Corporation distribution easement was approved.

Budget Public Hearings

• The second reading of the ordinance adopting the millage rate was approved.

• The second reading of the ordinance adopting the Fiscal Year 2016 annual budget was approved.

Test the Waters Fishing Tournament

The Parks & Recreation Department and the Florida Fish and Wildlife Conservation Commission will present their annual Test the Waters Fishing Tournament, Saturday, Oct. 3, from 7 to 10 a.m. at Martin Luther King Jr. Park located at 455 S. Denning Drive. Children of all ages are invited to participate in this fun-filled event. Bait, fishing poles and snacks will be provided for all participants. The city’s Parks & Recreation Department also guarantees that everyone will take home a fish! For more information regarding the fishing tournament, please call 407-599-3463.

Historic Preservation Ordinance public forums

The city of Winter Park will host Historic Preservation Ordinance Public Forums on Wednesday, Oct. 7, at 9 a.m. and 5 p.m. in City Hall Commission Chambers located at 401 S. Park Ave. The presentation at each forum will include an overview of the ordinance and the draft amendments to the Land Development Code, Article VIII, Historic Preservation. The presentation will also introduce proposed incentives for historic preservation. Questions and comments related to historic preservation will be addressed at these presentations before the draft amendments are presented to the City Commission meeting on Monday, Nov. 9.

The complete draft ordinance, showing all proposed changes, will be available online at cityofwinterpark.org > Departments > Planning & Community Development > Historic Preservation after Wednesday, Sept. 30, along with other action items requested by the City Commission.

Join Commissioner Tom McMacken at CoffeeTalk

This year marks the 10th anniversary of CoffeeTalk where the community can talk one-on-one with city leaders. On Thursday, Oct. 8, citizens can join Commissioner Tom McMacken for his CoffeeTalk at 8 a.m., at the Winter Park Welcome Center located at 151 W. Parks & Recreation earns national accreditation

The National Recreation and Park Association has announced that the Parks & Recreation Department of the city of Winter Park has once again been accredited by the Commission for Accreditation of Park and Recreation Agencies this year. In addition to being one of only 135 accredited parks and recreation agencies in the United States, the city of Winter Park is now distinguished as one of only three city/county government agencies in the state of Florida to have three accredited departments including police, fire-rescue and parks.

This accreditation is the only national accreditation for park and recreation agencies, and is the measure of an agency’s overall quality of operation, management and service to the community. This mark of distinction indicates meeting rigorous standards related to the management and administration of lands, facilities, resources, programs, safety and services.
