Sept. 14 City Commission Highlights

Mayor’s Report

• The selection committee for the Golf Course RFP appointment was made.

Consent Agenda

• The minutes for Aug. 24, 2015 were approved.

• The various purchases and contracts were approved (for a complete list, please visit cityofwinterpark.org/ccpackets).

• Amendment One to the lease agreement with Crealde Arts Inc. for the Hannibal Square Heritage Center was approved.

Action Items Requiring Discussion

• The city-owned property located at 301 W. Comstock Ave. known as the Blake Yard was referred to Parks & Recreation Advisory and Planning & Zoning boards for further review.

• Progress Point Notice of Disposal was tabled and referred to the Planning & Zoning Advisory Board.

• The selection of city attorney was tabled for further negotiations.

Public Hearings

• The second reading of the ordinance amending Ordinance No. 1883, “Affordable Housing,” to expand the program to include Workforce Housing was approved.

• Request of Ferna Bernstein for the annexed property at 1566 W. Fairbanks Ave.:

— The first reading of the ordinance amending the Comprehensive Plan Future Land Use Map to establish a Commercial Future Land Use Designation was approved.

— The first reading of the ordinance amending the official zoning map to establish Commercial (C-3) District zoning was approved.

• Request of Unicorp National Developments Inc.:

— The second reading of the ordinance amending Chapter 58, “Land Development Code” Article I, “Comprehensive Plan,” to add a new Comprehensive Plan policy to the text of the Future Land Use element within the U.S. Highway 17-92 Corridor Study Area “J” to allow for a floor area ratio of up to 60 percent, conditioned upon use for parking with both public and private parking benefit was denied.

— The second reading of the ordinance amending Chapter 58, “Land Development Code” Article III, “Zoning,” to change within Section 58-76 Commercial (C-3) District, Subsection (E), development standards to allow for a floor area ratio of up to 60 percent, conditioned upon use for parking with both public and private parking benefit was not necessary based upon above denial.

• Request of Unicorp National Developments Inc.:

— Amend and provide for final conditional use approval for the Lakeside Crossing redevelopment of the former Mt. Vernon Inn property in order to allow an increase in the size of the parking garage by approximately 75 spaces from a two-and-a-half level structure to a three-level structure on the property at 110 S. Orlando Ave., zoned C-3, and providing for certain exceptions, and for the approval of a development order pertaining to the project was approved.

• The fee schedule, effective Oct. 1, 2015, was approved.

Budget Public Hearings

• The first reading of the ordinance adopting the millage rate was approved.

• The first reading of the ordinance adopting the FY 2016 annual budget was approved.

Household Hazardous Waste Day

The city, in partnership with Waste Pro for household hazardous waste, and A1 Assets Inc. for e-waste, will be offering household hazardous waste disposal for all city residents Saturday, Sept. 26, from 8 a.m. to noon at the Public Works Compound located at 1409 Howell Branch Road.

The following items will be accepted:

· fertilizers and pesticides

· antifreeze

· propane tanks

· paint thinners

· wet latex paint (dry latex paint is not hazardous waste and can go in trash)

· oil based paint (can be wet or dry)

· non-alkaline batteries (regular alkaline batteries can go in trash)

· gasoline

· used engine oil

· pool chemicals

· household chemicals

· tires (maximum of four)

· used motor oil

· e-waste (computers, televisions, VCRs, DVD players, FAX machines, CD players and stereos)

Here are some helpful tips for a quick and safe drop-off

· Bring proof of city residency (driver’s license or utility bill statement)

· Keep all hazardous waste materials in original containers with original labeling (unknown items will not be accepted)

· Items delivered before 8 a.m. or after noon will not be accepted.

· This drop off is residential only. No contractors, please.

· Drugs and prescription medications go to the Public Safety Facility (500 N. Virginia Ave., 8 a.m. to 5 p.m., Monday through Friday)

Test the Waters Fishing Tournament

The Parks & Recreation Department of the city of Winter Park and the Florida Fish and Wildlife Conservation Commission will present their annual Test the Waters Fishing Tournament, Saturday, Oct. 3, from 7 to 10 a.m. at Martin Luther King, Jr. Park located at 455 S. Denning Drive.

Children of all ages are invited to participate in this fun-filled event. Bait, fishing poles and snacks will be provided for all participants. The city’s Parks & Recreation Department also guarantees that everyone will take home a fish! For more information regarding the Test the Waters Fishing Tournament, please call 407-599-3463.
