Sept. 14 City Commission meeting

There will be a City Commission meeting Monday, Sept. 14, at 3:30 p.m. in City Hall Commission Chambers located at 401 S. Park Ave. For the most up-to-date agenda, please visit cityofwinterpark.org under What’s New. Below are a few topics of interest:

Mayor’s Report

• Appointment of selection committee for golf course RFP.

Consent Agenda

• Approve the minutes for Aug. 24, 2015.

• Approve Amendment One to the lease agreement with Crealde Arts Inc. for the Hannibal Square Heritage Center.

Public Hearings

• Second reading of the ordinance amending Ordinance No. 1883, “Affordable Housing” to expand the program to include Workforce Housing.

• Request of Ferna Bernstein for the annexed property at 1566 W. Fairbanks Ave.:

— First reading of the ordinance amending the Comprehensive Plan Future Land Use Map to establish a Commercial Future Land Use Designation.

— First reading of the ordinance amending the official zoning map to establish Commercial (C-3) District zoning.

• Request of Unicorp National Developments Inc.:

— Second reading of the ordinance amending Chapter 58 “Land Development Code” Article I, “Comprehensive Plan,” to add a new Comprehensive Plan policy to the text of the Future Land Use element within the U.S. Highway 17-92 Corridor Study Area “J” to allow for a floor area ratio of up to 60 percent, conditioned upon use for parking with both public and private parking benefit.

— Second reading of the ordinance amending Chapter 58, “Land Development Code” Article III, “Zoning,” to change within Section 58-76 Commercial (C-3) District, Subsection (E) development standards to allow for a floor area ratio of up to 60 percent, conditioned upon use for parking with both public and private parking benefit.

• Request of Unicorp National Developments Inc.:

— Amend and provide for final conditional use approval for the Lakeside Crossing redevelopment of the former Mt. Vernon Inn property in order to allow an increase in the size of the parking garage by approximately 75 spaces from a two-and-a-half level structure to a three-level structure on the property at 110 S. Orlando Avenue, zoned C-3, and providing for certain exceptions and for the approval of a development order pertaining to the project.

• Adoption of the fee schedule, effective Oct. 1, 2015.

Budget Public Hearing (must be held after 5 p.m.)

• Ordinance – Adopting the millage rate

• Ordinance – Adopting the FY 2016 annual budget

Workshop to discuss new library

The third of three workshops will be presented by ACi Architects, on behalf of the city of Winter Park and the Winter Park Public Library. This final workshop is focused on Community Findings & Direction, and will be held Thursday, Sept. 17, from 5:30 to 7:30 p.m. at the Rachel D. Murrah Civic Center, located at 1050 W. Morse Blvd.

Participants will review the results of the place-making and building appearance workshops, and view a 2-D conceptual site plan as well as 3-D conceptual building-site visualization that incorporates the community’s input. Attendees will be encouraged to give feedback to help adjust the concepts so they most accurately reflect the wants and needs of the Winter Park community.

Fire chief receives Leadership Legacy Award

Winter Park Fire Chief James E. White was presented with the Ronny Jack Coleman Leadership Legacy Award during the Center for Public Safety Excellence (CPSE) 16th annual Awards Ceremony in Atlanta. This award recognizes an individual who holds the Chief Fire Officer designation for their superior leadership and actions that have elevated the international fire and emergency services profession through mentoring, teaching, and sharing outstanding contributions. Recipients must also exhibit consistent dedication and commitment to the fire service profession by demonstrating a devotion to help raise the international fire and emergency services to greater heights.

Since the late 1990s, Chief White has exemplified excellence by beginning the process that ultimately led Winter Park Fire-Rescue Department (WPFD) to accreditation success. He has also led WPFD to be innovators in the world of ambulance safety by changing the way ambulances are designed while keeping safety for the providers in mind. His department also received an Insurance Service Office Class 1 rating in 2013 and accreditation from the Commission on Accreditation of Ambulance Services in 2014.

Established in 1900, WPFD is an internationally accredited, full-service fire and emergency services agency, providing the highest insurance services classification public fire protection. Winter Park firefighters respond annually to an average of 4,500 requests for service, with comprehensive fire and code compliance activities helping maintain an extraordinarily low-dollar loss from fire, as well as a well-maintained community environment.

Household Hazardous Waste Disposal

On Saturday, Sept. 26, from 8 a.m. to noon the city in partnership with Waste Pro for household hazardous waste and A1 Assets Inc. for e-waste, will be offering waste disposal for all city residents at the Public Works Compound located at 1409 Howell Branch Road. No contractors please.

The following items will be accepted: fertilizers and pesticides, antifreeze, propane tanks, paint thinners, wet latex paint (dry latex paint is not hazardous waste and can go in trash), oil based paint (can be wet or dry), non-alkaline batteries (regular alkaline batteries can go in trash), gasoline, used engine oil, pool chemicals, household chemicals, tires (maximum of four), used motor oil, e-waste (computers, televisions, VCRs, DVD players, FAX machines, CD players and stereos).
