July 25 City Commission meeting highlights

Mayor’s Report

• The 2016 Summer Youth Enrichment Program providers and participants were recognized and congratulated on the completion of the program.

• A $70,000 check was presentation by David Rider, YMCA, to the city for improvements to the Cady Way Pool.

Consent Agenda

• The minutes for July 11, 2016, meeting were approved.

• The contracts were approved (for a complete listing visit cityofwinterpark.org/ccpackets).

• The policy change regarding the special event banner program to include companies over 75 years old and have demonstrated community value as a special event were approved.

Action Items Requiring Discussion

• The tentative operating millage rate was approved at 4.0923 mils for the ninth consecutive year and the debt service millage was approved at 0.1715 mils.

Public Hearings

• Request of Phil Kean Designs Inc. (tabled at the July 11 Commission meeting):

— The amendment for the Conditional Use Approval that was granted on October 12, 2015, to redevelop the property at 652 W. Morse Blvd. in order to develop 10 residential units in lieu of the approved 11 residential units and to modify the approved architectural elements, was approved.

• Request of Wekiva Capital Partners, LLC:

— The Conditional Use Approval to build a seven unit-cluster housing project of two-story houses of approximately 1,500 square feet in each house at 741 and 751 Minnesota Ave., was approved with an amendment.

• Request of Oppidan Holdings, LLC:

— The Conditional Use Approval to build a one-story Orchard Supply Hardware Retail Store of approximately 32,355 square feet in size, on 2.4 acres adjacent to Orlando Avenue between Miller and Indiana avenues, addressed as 1111 S. Orlando Ave. and 1240 Miller Ave., was approved.

• The first reading of the ordinance granting the petition of the Ravaudage Community Development District (CDD) and dissolving the Ravaudage CDD pursuant to Section 190.046(9), Florida Statutes, was approved.

Lee Road/U.S. Highway 17-92 traffic pattern change

In preparation for the Lee Road extension, which is the roadway that will connect Lee Road with Webster Avenue, the traffic light pattern for northbound Orlando Avenue (U.S. Highway 17-92) at Lee Road has changed. There is no longer a straight continuous green arrow for the curb lane going northbound on Orlando Avenue. In addition, there is no longer an authorized left turn to Webster Avenue, when travelling southbound on Orlando Avenue. Please drive with care when travelling through this area.

Road closure on North Denning Drive

The Florida Department of Transportation (FDOT) announced that North Denning Drive will be closed at the railroad crossing in both directions this coming weekend. The closure begins at 9 p.m., Friday, July 29, and ends at 7 p.m., Monday, August 1, while crews install new concrete panels and asphalt approaches to the crossing to provide a smoother ride for motorists. Detour signs will be placed at key locations along North Denning Drive to direct drivers around the work zone.

Detour Information:

• Traffic traveling north on North Denning Drive will be directed to take a left onto west Webster Avenue, take a right onto North Orlando Avenue (U.S. Highway 17-92), take a right onto Magnolia Road and then a right onto Sunnyside Drive.

• Traffic traveling south will be directed onto Sunnyside Drive and then directed to take a left onto North Park Avenue, a right onto North Pennsylvania Avenue, a right on to West Webster Avenue, and then a right onto North Denning Drive.

Motorists are advised to plan for extra travel time during this temporary closure. Please note that this schedule may change due to weather or other unexpected conditions.

Around railroad tracks, please be smart and stay safe. Motorists and pedestrians are urged to use caution; obey all railroad and traffic signals; and look both ways before approaching a railroad crossing and when accessing SunRail platforms.

CoffeeTalk with Commissioner Greg Seidel

CoffeeTalk featuring Commissioner Seidel will be held Thursday, Aug. 11, at 8 a.m., at the Winter Park Welcome Center located at 151 W. Lyman Ave. Now in its 11th season, CoffeeTalk has become the place for citizens that have “a latte beans to grind” or simply to “espresso their thoughts.” The purpose of CoffeeTalk is to give citizens the opportunity to talk to their city leaders in a more casual, informal environment, and avoid the stage fright that is often experienced at large meetings. Please make plans to join Commissioner Seidel for a cup of conversation and great coffee provided by Barnie’s CoffeeKitchen.
