Commissioners will consider the first reading of two ordinances that relate to wetlands in the city.
Ordinance 18-24 proposes to amend a policy of the future land-use element and number of policies of the conservation element of the city’s Comprehensive Plan. Proposed changes include amending language in policy 1-1.2.11 of the future land-use element of the Comprehensive Plan and deleting policy 5-1.4.6 of the conservation element of the comprehensive plan, according to the agenda.
Ordinance 18-25 proposes to change the city’s code of ordinances concerning wetlands, wetland jurisdictional limit determinations, uses allowed in wetlands and wetland buffer yard requirements. The ordinance proposes amending a number of sections in the city’s code, according to the agenda.
If both ordinances are approved on first reading, a second reading and public hearing will be held at the Aug. 23 commission meeting.
City leaders then will take action on the three ordinances involving a 1-acre parcel located at 1220 E. Story Road. Ordinances 18-26, 18-27 and 18-28 pertain to the annexation, future land-use designation and rezoning of the subject property, respectively. Ordinance 18-27 proposes to amend the property’s future land-use designation from Orange County low-density residential to city multi-office industrial. Ordinance 18-28 proposes to rezone the property from Orange County R-2 residential district to city I-1 light industrial and warehousing district. If approved on first reading, a second reading will be held Aug. 23.
Commissioners also will take action on the first reading of a rezoning ordinance pertaining to a 1.95-acre property located at 1200 E. Plant St. Ordinance 18-33 proposes to rezone the subject property from C-2 (arterial commercial district) to CAPUD (character area planned unit development) to allow for the development of a two-story, 25,000-square-foot commercial building. The project includes site elements such as a streetscape improvements, parking areas, landscaping and a pocket park, according to the agenda.
Permitted uses of the property include restaurants, retail and professional and medical offices. The development is described as the West Orange Healthcare District CAPUD, according to the ordinance.
If approved on first reading, the second reading of ordinance 18-33 will be held Aug. 23.
Furthermore, city leaders will consider the first reading of an ordinance that would change section 118-1310 of the City Code. Ordinance 18-34 proposes that the construction or installation of storage building fewer than 160 square feet as an accessory building does not require submitting building plans.
Under regular business, commissioners will consider a recommendation to approve the first amendment to the developer's agreement for the Sanctuary at Twin Waters development. The amendment allows for the new developer, M/I Homes of Orlando LLC to move forward with the construction plan. The original developer’s agreement was initiated by the former developer, Meritage Homes of Florida Inc., and was approved by the city in September 2017.
Finally, city leaders will take action on a recommendation to approve a construction engineering and inspection services agreement with CPWG Engineering Inc., to provide inspection services on an as-needed basis at a rate of $70 per hour, not to exceed to amount the amount of $75,000.
