Winter Garden Commission meeting set for Sept. 13

The city’s first budget hearing will be taking place at the beginning of the meeting.

City leaders will be holding the first of two budget hearings Thursday evening.

Commissioners will consider the first readings of four separate ordinances pertaining to the city’s budget for fiscal year 2018-2019.

Ordinance 18-29 proposes setting a millage rate of 4.5 mills,  which is 0.25 mills above the current millage rate of 4.25. Ordinance 18-30 relates to appropriating and allocating monies from the city’s general fund. The anticipated total of revenues from the city’s general fund that are available for expenditure total $38,963,307. Ordinance 18-31 relates to the appropriation and allocation the city’s Community Redevelopment Agency (CRA) funds. Total CRA monies available for expenditure is $1,027,850. Lastly Ordinance 18-32 authorizes the appropriations of city funds for fiscal year 2018-2019 in accordance to the city’s charger and state statutes, according to the meeting agenda.

If the first readings of each ordinance pertaining to the fiscal year 2018-2019 budget is approved, the second readings will take place during the second budget hearing on Sept. 27.

The regular commission meeting will follow the budget hearing. Mayor John Rees will present proclamation 18-05, which proclaims Friday, Sept. 21 as West Orange Health Selfie Day.

Commissioners will then take action on the first reading of Ordinance 18-35, which proposes amending the city’s code to vacate the dedication and reservation of roads and parks for a portion of the Winter Garden Cemetery in order to expand the amount of cemetery lots. The Winter Garden Cemetery currently has 14 lots available for purchase. If approved on first and second reading — which is proposed to be schedule for the Sept. 27 commission meeting — approximately 437 additional lots could be added.

Under regular business, city leaders will consider a recommendation to approve and ratify a building inspection and plan review agreement with Bureau Veritas North America, Inc.

Commissioners will then take action on a recommendation to approve three special events: the Classic Car Show on Sept. 14 to 15, the September Sidewalk Sale on Sept. 27 to 29 and The Creative City Project on Oct. 6.

City leaders will then consider approving resolution 18-05, which proposes the adoption of a downtown golf cart district.

Lastly, commissioners will be appointing an individual to the city’s General Employees’ Pension Board to succeed Theo Graham, whose two-year term is about to expire.
