WINTER PARK TO REDUCE ELECTRIC BILLS

At the City Commission meeting held on May 9, the Commission approved city staff’s recommendation to give approximately $1 million back to its electric customers during the months of July, August and September. At a time when bills normally are higher due to the extreme summer heat, Winter Park electric customers will be able to benefit from this rebate of approximately $8/month per 1,000 kWh during this quarter. For a 1,000 kWh residential customer this will amount to approximately a 7 percent reduction. For commercial customers it will result in a 7 to 9 percent reduction depending on rate classification and usage characteristics.

Winter Park customers should see this three-month reduction as essentially a rebate on their bill and after the quarter is completed, the fuel adjustment will return to an appropriate level to reflect fuel cost without the rebate.

The city is receiving $1.5 million from Progress Energy Florida (PEF) due to a Nuclear Electric Insurance Limited (NEIL) reimbursement. Before January 1, 2011, the city relied on power supplied, in part, by PEFs Crystal River 3 Nuclear Plant (CR-3). Because CR-3 needed its 30-year-old steam generators replaced, it has been out of service since September 2009, raising the cost of power. Since the city overpaid for fuel during that outage time, it will return the $1.5 million in NEIL refunds to its customers.

The city has consistently said fuel is a pass-through cost and the city does not make a profit on these costs. Because of this pass-through value system, the NEIL refund will be returned to the rightful owners. Now customers can turn the A/C down, make their house a little cooler this summer, and enjoy the savings.

The balance of the refunds, about $500,000, will be retained by the city to create a fuel adjustment stabilization fund, which will be returned to the customers in the future to offset future increases in the cost of fuel.
