There will be a City Commission meeting at 3:30 p.m., in City Hall Commission Chambers located at 401 S. Park Ave. Below are a few topics of interest:
Mayor’s Report
• National Arbor Day Foundation of Tree City USA Award, Growth Award and Sterling Award
• 4th Quarter 2012 Business Recognition Award
• Plaques to three Orwin Manor homes listed on the Winter Park Register of Historic Places

Consent Agenda
• Approve the following:
o Minutes of 11/26/2012.
o Various purchases, contracts and formal solicitations (a complete list can be found at cityofwinterpark.org/ccagenda).
o 2013 Comprehensive Emergency Management Plan.
o Combined Operational Assistance and Voluntary Cooperation mutual aid agreement with the Orange County Sheriff’s Office.

Public Hearings
• The second reading of the ordinance and reading of the resolution to authorize the issuance of a redevelopment refunding revenue note for the purpose of refunding CRA notes.
• The second reading of the ordinance and reading of the resolution to authorize the issuance of refunding notes for the purpose of refunding the outstanding Orange Avenue Improvement Revenue Bond, Series 2007, and outstanding Park Avenue Refunding Improvement Revenue Bond, Series 2010.
• Requests of the Winter Park YMCA for the properties located at 1751 and 1761 Palmer Ave.:
o The second readings of the ordinances to change the existing zoning designation
• Request of Atlantic Housing Partners, LLLP:
o The first readings of the ordinances to change the existing designation for property located at 861 W. Canton Ave.
o Conditional Use approval to construct a four-story, 105-unit senior living facility of affordable and workforce senior housing units on the properties at 550 N. Denning Drive and 861 W. Canton Ave.
• Request of Marlow’s Tavern:
o Conditional use approval to convert the former McDonald’s Restaurant at 1008 S. Orlando Ave. into a Marlow’s Tavern and Restaurant.
• Resolution - use uniform ad valorem method of collection of a non-ad valorem assessment for properties lying in the city to fund improvements for underground electrical/BHN facilities.
• Resolution – To execute a highway landscape construction and maintenance agreement with the FDOT for the Lee Road median landscape project.

Holiday window contest and wristband discount promotion
The city of Winter Park Economic Development/CRA Department is proud to present their third annual “Winter in the Park” Holiday Window Contest and Wristband Discount promotion. Beginning on Saturday, Dec. 1, the Holiday Window Contest will feature participating Park Avenue and Hannibal Square merchants as they transform their storefronts into works of art. The contest will be judged in two different categories, the “Design Excellence Award” and “Peoples’ Choice Award.”
For the “Peoples’ Choice Award,” patrons of participating merchants are encouraged to vote for their favorite window display by 5 p.m. on Sunday, Dec. 30. Beginning Saturday, Dec. 1, patrons may vote for their favorite window online at cityofwinterpark.org/HWC
In support of our local business community, the Wristband Promotion encourages patrons of the “Winter in the Park” holiday ice skating rink to show their wristbands at participating merchants to take advantage of a minimum savings of 15 percent off one item or other special storewide savings.
