Sept. 10 City Commission meeting highlights
There was a City Commission meeting Sept. 10. Below are a few highlights of decisions made:
Mayor’s Report
• A presentation was given by Orange County Property Appraiser Bill Donegan on the November 2012 Ballot issues. A copy of his presentation can be found on the home page of the city’s website cityofwinterpark.org under What’s New.
• Board appointments were approved for the following boards:
o Code Enforcement Board
o Tree Preservation Board
Non-action Items
• The July 2012 Financial Report was presented and accepted. One of the highlights of the report was the announcement that the electric utility has successfully paid the city back the $14.3 million loan the city originally issued to the utility for legal costs and start-up investment. This repayment is two years ahead of schedule. This means revenues from the utility can continue to be used to further the utility’s priorities including the undergrounding of the power lines and additional infrastructure improvements. Congratulations to Winter Park Electric!
Consent Agenda
• The minutes of Aug. 27 meeting were approved.
• Amendment 2 for Emergency Debris Management Services with Ceres Environmental was approved and the mayor was authorized to execute the amendment.
• The amendment of the Purchasing Policies & Procedures Manual to incorporate the Local Preference Policy was approved as well as the updates of Florida Statutes.
Action Items Requiring Discussion
• The CBS Outdoor billboard agreement was approved.
• An update was given regarding quiet zones and staff was directed to bring a recommendation for the second meeting in October.
Budget Public Hearings
• The first reading of the ordinance adopting the millage rate was approved.
• The first reading of the ordinance adopting the Fiscal Year 2013 annual budget was approved.
Public Hearings
• The following request of Mi Tomatina Restaurant was approved:
o Second reading of the ordinance amending Chapter 58 “Land Development Code” Article III, “Zoning Regulations” Section 58-86 “Off-Street Parking Regulations” to expand the Hannibal Square Parking Exclusion District to include the restaurant property at 433 W. New England Ave. in order to permit a 59-seat expansion to that restaurant.
• The second reading of the ordinance regarding annexation of 656 Overspin Drive was approved.
• The second reading of the ordinance regarding annexation of 600 Baffie Ave. was approved.
• The following request of the city of Winter Park was approved:
o First reading of the ordinance amending Chapter 58 “Land Development Code” Article V, “Environmental Protection Regulations” Division 6, “Tree Preservation and Protection” so as to amend tree removal compensation requirements, amend use of the Tree Replacement Fund, provide exemption from requiring a tree removal permit, and establish enforcement procedure for removing hazardous trees.
• The adoption of the revised Fee Schedule was tabled.

Construction to begin on Fairbanks Avenue
On the evening of Sunday, Sept. 16, construction on Fairbanks Avenue is scheduled to begin. The Fairbanks Avenue Roadway & Wastewater Improvement Project includes installation of a new sewer system, repaving and restriping of the road to add new bicycle lanes, replacement of two signalized intersections, installation of decorative streetlights, and improvements to pedestrian crosswalks between U.S. Highway 17-92 and Interstate 4 (I-4). “Art On The Green” 2012 Opening Celebration & Sculpture Hunt
The city of Winter Park and the Public Art Advisory Board are pleased to announce the Opening Celebration & Sculpture Hunt for Art on the Green 2012 will be held Saturday, Sept. 15, from 10 a.m. to noon on the front lawn of City Hall located at 401 S. Park Ave. in downtown Winter Park. Mayor Ken Bradley will offer remarks at 10:30 a.m. and introduce Olga Viso, curator of Art on the Green 2012.
This family-friendly celebration will include a children’s sculpture project by Crealde School of Art, music and games by DJ Charles Miles, and refreshments while they last by Jeremiah’s Italian Ice, Haagen-Dazs, and Palmano’s Café, Coffee and Wine Bar. A fun sculpture hunt with prizes will also provide an opportunity to vote for the People’s Choice Award for the most popular sculpture.
Selected by curator Olga Viso, Rollins College graduate and executive director of the Walker Art Center in Minneapolis, the Art on the Green 2012 collection includes the unique and creative works of eight noted sculptors. The large-scale sculptures, magnificently displayed in Central Park and on the lawn of City Hall, range from elaborate bronze pieces to those fashioned from stainless steel and reclaimed materials.
On display at Art on the Green 2012 will be Russell Bellamy’s “St. Prego,” Doug Makemson’s “Ain’t Gonna Work on Maggie’s Farm No More,” Allie Pohl’s “Ideal Woman: Caryatid (Fuchsia),” Dale Rogers’ “Think and Be Free,” Carolina Sardi’s “Three Double Nests,” Chris Scala’s “Airbourne,” Barbara Sorensen’s “Muse I” and Bill Woods’ “Doorways and Roadways.”
The Art on the Green 2012 exhibition can be viewed free of admission seven days a week, through March 1, concurrent with park hours. Exhibition catalogs are available at City Hall and the Winter Park Welcome Center, located at 151 W. Lyman Ave., during regular business hours. Visitors can begin their outdoor sculpture tour from anywhere in the park or at City Hall.
