The Maitland City Council met on June 10 at 6:30 p.m. in the City Hall Council Chambers. Below is a synopsis of that meeting.
Special Presentation:
• State Senator Geraldine Thompson provided an update on the 2013 Legislative Session.
Old Business:
• Update – City web page – Assistant City Manager Sharon Anselmo provided a presentation of the updated city of Maitland website.
• Live Audio Feed Council Meetings – Information Technology Manager Sylvester Smith provided an update on the cost for live audio feed of the Council meeting. He stated by the Aug. 12 Council meeting, residents will be able to listen to the Council meeting from their homes.
• FlexBus: Community Development Director provided an update on FlexBus.
Consent Items:
• The minutes of the May 13, 2013 Council meeting and the May 15, 2013 Joint Workshop with the Maitland Public Library Board of Directors were approved as presented
• The minutes of the Board of Zoning Adjustment (Nov. 14, 2012 and Jan. 24, 2013); Lake Advisory Board (Jan. 16, 2013 and Feb. 20, 2013); Parks & Recreation Advisory Board (Jan. 9, 2013, Feb. 6, 2013 and March 6, 2013); and, the Senior Citizens Advisory Board (Sept. 17, 2012) were all received.
• Authorized the transfer at $68,325 from the General Fund fund balance (designation for operating contingencies) to line item for Legal Expense in the City Manager program budget.
• Move to approve the request for Planning and Zoning Commission members Dabby and McDonald to attend the Florida Planning and Zoning Association 2013 Annual Conference being held in Daytona Beach, June 5-7, with funds to be expended from the City Council travel and training budget.
• Authorized the City Manager to enter into a contract with Public Resources Management Group Inc. to perform a utility rate study and provide recommendations for the City’s Water and Wastewater utility fees and charges.
Decision Items:
• Authorized the City Manager to negotiate a Solid Waste and Recyclable Materials Collection Franchise Agreement with Waste Pro of Florida Inc. and an Interlocal Agreement for Solid Waste Disposal with Seminole County.
• Move to introduce on first reading an ordinance amending Chapter 20, Sections 20-25 of the Maitland City Code; and, set the Public Hearing date as June 24, 2013.
Discussion:
• Develop an ordinance similar to Orlando’s allowing urban chickens on single-family residential lots.
• Councilman Lowndes will draft an ordinance banning billboards and digital outdoor advertising signs within the Maitland city limits for discussion at the Council meeting of July 8, 2013.
• A meeting will be scheduled with Councilman Valdes and the residents of Live Oak/Ventris Homeowner Association to discuss the gate and traffic safety.
