June 10 City Commission meeting highlights
There was a City Commission meeting held June 10 in City Hall Commission Chambers. Below are a few highlights from that meeting:
Mayor’s Report
• The following proclamations were declared: Edyth Bush Charitable Foundation 40th Anniversary Day, Norman Brown Day, and Code Compliance Officers Appreciation Week.
• Presentations were made to Rangers Pet Outpost & Retreat for the 2013 Second Quarter Business Recognition Award and to the city’s Parks & Recreation Department for being selected as a finalist for the National Parks & Recreation Association 2013 National Gold Medal Award
• The 2013 board appointments were approved.
Consent Agenda
• The minutes of 5/13/13 were approved.
• The various purchases, contracts and formal solicitations were approved (for a full listing, please visit cityofwinterpark.org/packets).
• The ratification the agreement between the city of Winter Park and Teamsters Local Union No. 385 was approved.
Action Items Requiring Discussion
• The Capen House (520 N. Interlachen Ave.) was discussed and the homeowners volunteered to extend their demolition permit for an additional 30 days to review and consider any reasonable proposal to relocate the house during a reasonable amount of time. The City Commission directed staff to review the historic preservation code and demolition process for discussion at the Monday, June 24, City Commission meeting.
Public hearings
• The second reading of the ordinance vacating and abandoning certain streets within the Ravaudage Planned Development and Home Acres area was approved.
• The second readings of the two ordinances establishing city zoning on the non-Ravaudage properties in the Home Acres annexation area were approved.
• The requests of Jewett Orthopedic Clinic resulted in the following:
Conditional use was approved to construct a two-story, 25,000-square-foot medical office building on the properties at 1235/1245 Orange Ave. and the south 10 feet of 955 Oak Place.
The first readings of the ordinances amending the Comprehensive Plan Future Land Use designations and official zoning map for rear of the property at 1285 Orange Ave., on 951 and 955 Oak Place and on the south 10 feet of 955 Oak Place was approved.
• The first reading of the ordinance establishing hours of operation for state license massage therapy businesses and to prohibit residential use of such commercial and office space was approved.
• The first reading of the ordinance amending Section 42-1, Definitions, and 42-7, Qualification of Candidates and Clerk’s Certification, of Chapter 42, Elections, to add definitions for “Qualification Deadline,” “Qualification Documents,” and “Qualification Period,” and to clarify qualification requirements was approved.
• The first reading of the ordinance adopting the city seal retroactive to the formal adoption of the seal on May 10, 2004, was approved.
• The first reading of the ordinance amending Section 1-7 to amend the penalty for violating municipal ordinances to comply with state law was approved.
• The resolution seeking a declaratory judgment that will determine the rights between the city, Orange County and two private billboard companies was approved.

Parks & Recreation - a finalist for gold medal!
The American Academy for Park and Recreation Administration (AAPRA), in partnership with the National Recreation and Park Association (NRPA), has announced that the city of Winter Park Parks & Recreation Department as a finalist for the 2013 National Gold Medal Awards for Excellence in Park and Recreation Management. This year’s proud sponsor of the Gold Medal Awards program is Musco Lighting LLC.
Founded in 1965, the Gold Medal Awards program honors communities in the U.S. that demonstrate excellence in parks and recreation through long-range planning, resource management, volunteerism, environmental stewardship, program development, professional development and agency recognition. Applications are separated into seven classes, with five classes based on population, one class each for armed forces recreation communities and the State Park System Class awarded every other year. This year, AAPRA and NRPA will award the prestigious and highly sought State Park System Class Gold Medal award.
Agencies are judged on their ability to address the needs of those they serve through the collective energies of citizens, staff and elected officials. The city of Winter Park joins three other finalists in the class that will compete for grand honors this year.
A panel of five park and recreation professionals reviews and judges all application materials. Judges are chosen for their considerable experience and knowledge in parks and recreation on both the local and national levels.
This year’s finalists will compete for Grand Plaque Award honors this summer, and the seven Grand Plaque recipients will be announced live during NRPA’s Annual Congress & Exposition in Houston, Texas, October 2013. Wishing our Parks & Recreation Department the best of luck in bringing home the gold! Congratulations!
Road closures
Canton Avenue at the railroad crossing will be closed to thru traffic beginning Saturday, June 15, at 7 a.m. The project should be completed on the same day, weather permitting.
FEMA Flood Map Revisions
The city of Winter Park is currently revising the 100-year floodplain map and the base (100-year) flood elevations for the Winter Park Chain of Lakes as depicted on the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps. In addition to a letter that will be mailed to all property owners that may be impacted by this revision, the city has scheduled a public meeting and developed a web page to answer any questions. The FEMA Flood Rate Insurance Map Public Meeting will be held on Thursday, June 20, at 7 p.m. at the Winter Park Community Center located at 721 W.
